[브레이크뉴스=배종태 기자] 부산시가 제12회 국민안전의 날을 맞아 첨단 기술을 활용한 재난 관리 체계를 점검하고 극한 호우에 대비한 대규모 실전 훈련을 진행했다.
시는 이번 점검을 통해 스마트 안전도시로서의 대응 역량을 한층 강화하고 유관기관 간 협력 체계를 공고히 한다는 방침이다.
스마트 통합관제시스템 활용한 산업단지 사전 예방 점검
부산시는 16일 오전 사하구청 CCTV 통합관제센터에서 노후 산업단지의 사고 예방을 위한 스마트 인프라 운영 상황을 집중 점검했다.
이번 점검에는 부산시를 비롯해 소방과 경찰, 한국산업단지공단 등 유관기관이 대거 참여해 화재와 낙석, 침수 등 실제 재난 상황을 가정하고 지능형 CCTV를 활용한 관제 시스템 시연을 진행했다. 시는 서부산 스마트밸리 내에 첨단 기술을 지속적으로 도입하고 상시 감시 체계를 구축해 노후 산단의 안전성을 높여갈 계획이다.
극한 호우 대비한 현장 중심 풍수해 대응 훈련 실시
이어 북구 화명수상레포츠타운 계류장에서는 여름철 자연재난에 대비한 시민 참여형 실전 훈련이 펼쳐졌다. 시간당 150밀리미터의 극한 호우 상황을 가정해 진행된 훈련에서 박형준 시장은 재난안전통신망을 통해 지하차도 차량 진입 통제와 배수 작업을 지시했다.

특히 분당 1만 5천 리터의 배수 능력을 갖춘 고성능 배수펌프차가 투입되어 실제 침수 현장을 방불케 하는 대응력을 선보였으며 낙동강 수위 상승에 따른 인명 구조와 저지대 주민 대피 훈련도 병행됐다.
재난 대응 전주기 안전관리 체계 강화 및 고도화
부산시는 이번 훈련을 통해 스마트 관제 기반의 예방 체계부터 현장 대응 및 복구로 이어지는 재난 대응 전주기 시스템을 면밀히 살폈다.
박형준 시장은 안전은 사전 예방이 무엇보다 중요하며 재난 발생 시 현장에서의 신속한 대응과 기관 간 협력이 핵심이라고 강조했다. 시는 앞으로도 안전관리 체계 점검과 실전 훈련을 지속적으로 강화해 시민들이 체감할 수 있는 안전한 도시 환경을 조성하고 스마트 안전도시의 새로운 기준을 정립해 나갈 예정이다.

Verifying Smart Control Systems for Industrial Complex Safety
Busan City began its day at the Saha-gu CCTV Integrated Control Center to inspect the operation of smart infrastructure designed to prevent accidents in aging industrial complexes. Officials from the city, fire and police departments, and the Korea Industrial Complex Corporation participated in a demonstration of the control system under simulated disaster scenarios such as fires, rockfalls, and flooding. The city plans to continue introducing advanced technologies, including intelligent CCTV, into the West Busan Smart Valley to maintain a constant monitoring and rapid response system.
Real-world Flood Response Drills for Extreme Rainfall
The focus shifted to the Hwamyung Water Leisure Sports Center for a field exercise simulating response measures for extreme weather events. Under a hypothetical scenario of 150mm of rainfall per hour, Mayor Park Heong-joon used the Public Safety-LTE (PS-LTE) network to issue instructions for closing flooded underpasses and deploying high-capacity drainage pumps.
The drill also featured water rescue operations using boats to save citizens stranded by rising Nakdong River levels and evacuation support for vulnerable residents in low-lying areas, involving the active participation of the local volunteer disaster prevention corps.
Strengthening the Full Cycle of Disaster Management
Through these exercises, Busan City aimed to refine its "prevention, preparedness, response, and recovery" cycle by integrating smart control infrastructure with field-based action.
Mayor Park emphasized that while proactive prevention is the top priority, rapid on-site response and inter-agency cooperation are the core elements when a disaster occurs. He stated that the city would continue to reinforce its safety management checks and training to create a smart safe city where citizens can feel secure in their daily lives.
