지난 9일 열린 경상북도 문화유산위원회 동산문화유산분과 회의에서는 오어사 동종을 국가지정 문화유산(국보) 승격 신청 대상으로 선정하는 안건이 원안 가결됐다.
1216년(고려시대) 주종장 순광이 제작한 오어사 동종은 제작 시기와 제작자, 봉안 사찰이 명문으로 명확하게 기록된 유물이다. 특히 전통 양식을 계승하면서도 통형 음통과 독특한 당좌 양식 등 고려 후기 범종의 특징을 잘 보여주고 있어 학술적 가치가 높은 것으로 평가받고 있다.
이 동종은 1995년 오어사 경내 정비 과정에서 발견됐으며, 1998년 보물로 지정됐다. 이번 심의 통과에 따라 국가유산청의 최종 검토를 거쳐 국보 승격 여부가 결정될 예정이다.
포항시는 이와 함께 신라 왕실 원찰인 법광사지의 국가유산구역 확대 지정도 추진한다. 지금까지 10차례에 걸친 발굴조사를 통해 통일신라부터 조선시대에 이르는 건물지와 각종 유구, 유물 3,380여 점이 확인됐다.
특히 지난해 실시한 표본조사에서는 기존 지정구역 외곽에서도 주요 유물과 유구 분포가 확인되면서 유적 보존을 위한 구역 확대 필요성이 제기됐다. 시는 경북도 문화유산위원회 심의를 통과한 만큼 국가유산청에 확대 지정을 신청할 계획이다.
포항시는 이번 국보 승격 추진과 사적 구역 확대를 계기로 지역 문화유산의 위상을 높이고, ‘장기읍성 종합정비’와 ‘무형유산 전수교육관 건립’ 등 2027년 국비 확보 사업과 연계해 체계적인 보존 기반을 구축할 방침이다.
장상길 포항시장 권한대행은 “지역의 역사와 정체성을 담고 있는 문화유산의 가치를 높이고, 시민들이 함께 향유할 수 있는 역사문화 거점으로 조성하기 위해 모든 행정력을 집중하겠다”고 말했다.

Pohang City is pushing for the designation of the "Pohang Oeoesa Temple Bronze Bell" as a National Treasure and the expansion of the "Pohang Beopgwangsa Temple Site" into a National Heritage Zone, aiming to enhance the value of local cultural heritage and strengthen systematic preservation and management.
At the meeting of the Movable Cultural Heritage Subcommittee of the Gyeongsangbuk-do Cultural Heritage Committee held on the 9th, the proposal to select the Oeoesa Temple Bronze Bell as a candidate for designation as a National Treasure was passed without amendment.
The Oeoesa Temple Bronze Bell, crafted by master bellmaker Sun-gwang in 1216 (during the Goryeo Dynasty), is an artifact with its production date, maker, and enshrined temple clearly recorded in an inscription. In particular, it is evaluated as having high academic value as it inherits traditional styles while clearly demonstrating the characteristics of late Goryeo Buddhist bells, such as a tubular sound tube and a unique clapper style.
This bell was discovered in 1995 during the renovation of the Oeoesa Temple grounds and was designated as a Treasure in 1998. Following the approval of this review, the decision on whether to designate it as a National Treasure will be made after a final review by the National Heritage Administration.
Along with this, Pohang City is also pursuing the expansion of the National Heritage Zone for the Site of Beopgwangsa Temple, a royal temple of the Silla Dynasty. Through 10 rounds of excavation surveys conducted to date, approximately 3,380 building sites, various remains, and artifacts dating from the Unified Silla period to the Joseon Dynasty have been identified.
In particular, a sample survey conducted last year confirmed the distribution of major artifacts and remains even outside the existing designated area, raising the need to expand the zone for the preservation of the site. Now that it has passed the review of the Gyeongsangbuk-do Cultural Heritage Committee, the city plans to apply to the National Heritage Administration for the expanded designation.
Taking this push for National Treasure status and the expansion of the Historic Site Zone as an opportunity, Pohang City intends to elevate the status of local cultural heritage and establish a systematic preservation foundation by linking it with projects secured for national funding in 2027, such as the "Comprehensive Restoration of Janggi Eupseong Fortress" and the "Construction of an Intangible Cultural Heritage Training Center."
Jang Sang-gil, Acting Mayor of Pohang, stated, “We will concentrate all administrative efforts on enhancing the value of cultural heritage that embodies the region’s history and identity, and developing it into a historical and cultural hub that citizens can enjoy together.”
