부산지방국토관리청은 지난 17일 조달청에 의뢰한 ‘청송 진보~영양 입암 국도건설공사’ 입찰 개찰을 최종 완료했다고 밝혔다. 이번 사업은 국토교통부 제5차 국도·국지도 5개년 계획에 반영된 사업으로, 2026년 초 설계 마무리에 따른 후속 조치다.
이번 공사는 국도 31호선 영양 구간 가운데 사고 위험이 높고 도로 환경이 열악한 영양읍 감천리 구간과 입암면 노달리~산해교차로 구간, 청송군 진보면 월전삼거리~방전리 구간 등 총 3개 구간 5.43㎞를 대상으로 추진된다.
사업 기간은 2026년부터 2033년까지이며, 총사업비 1,068억 원 전액이 국비로 투입된다.

The main objective is to improve the alignment of existing roads passing through cut slopes in the Gamcheon-ri and Samsan-ri areas. These sections have long been vulnerable to natural disasters, such as rockfalls and chronic flooding, posing a threat to resident safety and being identified as a factor hindering smooth traffic flow.
Yeongyang County has suffered from traffic inconveniences, being referred to as a "three-no" region—one of the few basic local governments in the nation lacking four-lane roads, expressways, and railways.
This improvement project for National Highway 31 is expected to serve as an opportunity to overcome these geographical limitations and strengthen connectivity of the road network between regions.
Once the road environment is improved, accessibility to major tourist attractions, such as the Birch Forest in Jukpa-ri, Subi-myeon, Yeongyang County, is also expected to significantly improve. An official from Yeongyang County stated, “This improvement project for National Highway 31 goes beyond simple road maintenance; it is a project that revitalizes the local economy and gives new hope to transportation-deprived areas,” adding, “We will cooperate closely with relevant agencies to ensure the project proceeds without any setbacks.”
