영천시는 20일 시청 소회의실에서 ‘2026년 성별영향평가 대면컨설팅’을 열고 주요 사업 담당 공무원들을 대상으로 맞춤형 자문을 진행했다고 밝혔다.
성별영향평가는 법령과 사업 등 주요 정책을 수립·시행하는 과정에서 여성과 남성의 특성, 사회·경제적 격차 등을 체계적으로 분석해 실질적인 성평등을 실현하기 위한 제도다.
이번 컨설팅에는 14개 부서에서 추진 중인 21개 사업 담당자 25명이 참석했다. 상담의 효율성을 높이기 위해 3명씩 그룹으로 나눠 집중 방식으로 진행됐다.
특히 경북여성정책개발원 성별영향센터 소속 전문 컨설턴트 등 외부 전문가 3명이 참여해 성별영향평가서 작성 요령과 사업 추진 과정에서의 성차별적 요인 분석, 성별 특성을 반영한 개선안 도출 등을 밀착 지원했다.
평가 대상 사업은 성평등 목표와 지역 성평등 지수 향상과의 연관성을 고려해 전문가 검토와 영천시 성별영향분석평가위원회 심의를 거쳐 최종 선정됐다.
주요 대상 사업은 ▲일자리 창출 지원 ▲문화·예술 지원 ▲여성·가족 복지 증진 ▲시민 안전 ▲평생교육 ▲농촌 생활문화 개선 등 다양한 분야를 포함하고 있다.
영천시 관계자는 “정책 수혜자 한 사람 한 사람의 특성을 고려하는 성별영향평가는 시민 모두가 행복한 도시를 만드는 기반”이라며 “앞으로도 공직자들의 성인지 역량을 강화해 시민들이 일상에서 체감할 수 있는 실질적인 성평등 정책을 추진하겠다”고 말했다.

Yeongcheon City conducted in-person consultations on gender impact assessments to realize gender equality in key policies and enhance the implementation rate of policy improvements.
Yeongcheon City announced that it held the "2026 Gender Impact Assessment In-Person Consulting" on the 20th at the City Hall small conference room, providing customized advice to officials in charge of major projects.
Gender impact assessment is a system designed to realize substantive gender equality by systematically analyzing the characteristics of women and men, as well as socio-economic disparities, during the process of establishing and implementing major policies, such as laws and projects.
Twenty-five officials in charge of 21 projects currently being pursued by 14 departments attended this consultation. To enhance the efficiency of the consultation, the sessions were conducted in an intensive manner, with participants divided into groups of three. In particular, three external experts, including professional consultants from the Gender Impact Center of the Gyeongbuk Women's Policy Development Institute, participated to provide close support regarding guidelines for writing gender impact assessment reports, analysis of discriminatory factors in the project implementation process, and the derivation of improvement plans reflecting gender characteristics.
The projects subject to evaluation were finally selected following expert review and deliberation by the Yeongcheon City Gender Impact Analysis and Evaluation Committee, taking into account their correlation with gender equality goals and the improvement of the regional gender equality index.
The major projects covered diverse fields, including support for job creation, support for culture and arts, promotion of women and family welfare, citizen safety, lifelong education, and improvement of rural living culture.
An official from Yeongcheon City stated, "Gender impact assessments that consider the characteristics of each individual policy beneficiary serve as the foundation for creating a city where all citizens are happy," adding, "We will continue to strengthen the gender sensitivity of public officials to implement practical gender equality policies that citizens can experience in their daily lives."
