대구시는 20일 오후 4시 시청 산격청사에서 김정기 대구광역시장 권한대행 주재로 ‘취약계층 학대예방을 위한 지원체계 점검회의’를 개최했다.
이번 회의는 최근 사회적 고립과 정신건강 문제 증가로 학대 발생 위험이 커지는 상황에서, 학대예방부터 조기발견, 긴급대응, 사후관리까지 전 단계 대응체계를 점검하기 위해 마련됐다. 회의에는 학계 전문가를 비롯해 분야별 전담기관, 정신건강복지센터, 대구경찰청 관계자 등이 참석했다.
대구시는 우선 대상별 특성을 반영한 선제적 감시망 구축에 나선다. 어르신 대상 찾아가는 이동상담소 운영, 장애인 거주시설 인권실태 조사, 아동 고위험군 합동점검 및 전수조사 등 분야별 모니터링을 강화하고, 학대예방경찰관(APO)과 협력해 위험요인을 사전에 차단할 계획이다.
학대 발생 시에는 민·관·경 협력체계를 바탕으로 즉각 대응한다. 신고 접수와 동시에 현장 조사와 피해자 분리 조치를 실시하고, 의료·법률 지원과 복지서비스 연계를 원스톱으로 제공한다. 또 피해자 쉼터를 활용한 일시 보호와 안전 확보에도 만전을 기할 방침이다.
재학대 방지를 위한 사후관리도 강화된다. 정신건강복지센터와 연계한 전문 상담을 지원하고, 주거 지원과 자립지원금 지급 등 피해자의 안정적인 사회 복귀를 위한 자활 대책도 함께 추진한다.
이와 함께 지역사회 중심의 예방 문화 확산에도 힘쓴다. 지역사회보장협의체, 명예사회복지공무원, 즐거운생활지원단 등 지역 인적망을 활용해 위기가구 발굴과 예방 활동을 확대하고, 시민들이 학대 의심 사례를 쉽게 신고할 수 있도록 홍보를 강화할 예정이다.
김정기 대구광역시장 권한대행 행정부시장은 “학대로 고통받는 이가 없는 안전한 대구를 만들기 위해 공공·민간·지역공동체 간 유기적 협력을 강화하겠다”며 “촘촘한 사회안전망은 시민들의 관심과 참여로 완성되는 만큼 주변 이웃을 함께 살펴주시길 바란다”고 말했다.

This meeting was organized to inspect the response system at all stages—from prevention and early detection to emergency response and follow-up care—in light of the growing risk of abuse due to recent increases in social isolation and mental health issues. The meeting was attended by academic experts, representatives from specialized agencies, mental health welfare centers, and officials from the Daegu Metropolitan Police Agency.
Daegu City will first focus on establishing a preemptive surveillance network that reflects the specific characteristics of each target group. We plan to strengthen sector-specific monitoring, including operating mobile counseling centers for the elderly, conducting human rights surveys at residential facilities for the disabled, and carrying out joint inspections and comprehensive surveys of high-risk child groups. Additionally, we will collaborate with Abuse Prevention Officers (APOs) to proactively prevent risk factors.
In the event of abuse, we will respond immediately based on a collaborative system involving the public, private, and police sectors. Upon receiving a report, we will conduct on-site investigations and separate the victim, providing one-stop services for medical and legal support as well as linking them to welfare services. Furthermore, we will ensure the safety and provide temporary protection utilizing victim shelters.
Post-abuse management to prevent re-abuse will also be strengthened. We will provide professional counseling in conjunction with mental health welfare centers and simultaneously implement self-reliance measures, such as housing support and the provision of self-sufficiency grants, to facilitate the stable social reintegration of victims.
Furthermore, we will strive to spread a community-centered culture of prevention. We plan to expand activities to identify and prevent households in crisis by utilizing local human networks, such as the Community Social Security Council, honorary social welfare officials, and the Joyful Life Support Group, and to strengthen publicity efforts to enable citizens to easily report suspected cases of abuse.
Kim Jeong-gi, the Administrative Vice Mayor and Acting Mayor of Daegu, stated, “We will strengthen organic cooperation among the public, private, and local communities to create a safe Daegu where no one suffers from abuse.” He added, “As a comprehensive social safety net is completed through the interest and participation of citizens, I ask that you look after your neighbors together.”
