브레이크뉴스 정명훈 기자= 정치권이 법무부와 대검찰청의 특수활동비 사용 내역을 조사하기 위해 현장검증에 나섰다.
여당은 대검의 특활비 사용 내역을, 보수 야당은 법무부의 특활비를 집중적으로 검증할 예정이다.
백혜련 더불어민주당 의원은 이날 취재진과 만나 "법무부와 대검의 특활비를 검증할 것"이라며 "특활비 배정과 정상적으로 제대로 쓰였는지 검증하는 것이다. 특활비란 게 영수증 없이 쓰는 돈이기 때문에 국회만이 그것을 검증할 수 있다"고 말했다.
김용민 민주당 의원도 "대검이 그동안 특활비를 증빙 없이 사용했다는 여러 의혹이 제기되고 있다"면서 "그 부분에 대해 철저히 볼 것이다. 특활비가 검찰총장의 정치자금으로 악용되지 않도록 철저히 검증할 필요가 있다"고 강조했다.
반면 야당은 법무부의 특활비에 대한 철저한 검증을 예고했다.
전주혜 국민의힘 의원은 "특활비란 게 결국은 수사를 위해서 쓰이는 돈인데, 법무부는 수사를 하지 않는 부서 아니냐"면서 "그것이 적법한지 여부에 대해 중점적으로 보려고 하는 것이다"고 설명했다.
전 의원은 '위법한 부분이 나올 경우에 어떤 조치를 할 것이냐'는 물음에 "아무래도 법률적인 조치까지 강구해야 되겠다"고 답했다.
같은당 장제원 의원은 법무부가 특활비를 추미애 장관의 쌈짓돈으로 쓰는 건 아닌지 들여다봐야 한다"며 "그 의도와 목적이 불순하면 정의롭지 못한 것이라는 생각이 든다. 자신들이 원할 때엔 검증하고 원하지 않을 때엔 검증하지 않는 이런 방식이다"고 지적했다. 그러면서 "가장 큰 권력기관인 청와대 특활비도 들여다봐야 한다고 생각한다"고 덧붙였다.
한편 이날 법사위 위원들은 우선 법무부와 대검의 연도별 특활비 집행 현황과 검증 문서에 대한 보고를 받는다. 법무부에서는 고기영 법무부차관, 인권국장을 제외한 각 실·국장이 보고자로 나선다. 검찰에서는 조남관 대검 차장검사가 보고를 하게 된다.
구체적인 보고 내용은 지난 2018년부터 올해 10월까지의 연도별 특활비 집행 현황, 집행기준 및 지침, 기관(부서)별 배정 현황 등이다.
보고를 마친 후에는 특활비에 관한 문서, 지출결의서 등을 들여다볼 예정이다. 법무부에 관해서는 교도소, 보호소, 출입국관리사무소 등 소속기관이 집행한 특활비도 포함된다. 대검의 경우에는 각급 검찰청이 집행한 특활비도 대상이다.
이번 검증 내용을 공개할 것인지는 법사위 협의를 통해 결정될 예정이다.
앞서 지난 5일 국회 법사위 전체회의에서 여당은 윤석열 검찰총장이 검찰 특활비를 임의로 집행하고 있다는 의혹을 제기했다. 추미애 법무부장관도 이에 동조하면서 지난 6일 대검을 비롯한 각급 검찰청의 특활비 집행 내역 등을 조사하라고 대검 감찰부에 지시한 바 있다.
