류성걸 국회의원(국민의힘, 대구 동구갑)이 사회적기업과 협동조합 등이 공직선거에서 특정 후보 지지선언을 금지하는 법률안을 발의했다고 30일 밝혔다.

현행법에 따르면 중소기업 협동조합 등 7개 협동조합은 개별 법률에서 ‘공직선거에서 특정 정당을 지지·반대하는 행위 또는 특정인을 당선되도록 하거나 당선되지 못하도록 하는 행위를 하지 않도록 엄격히 규정’하고 있지만 사회적기업 육성법과 신용협동조합법에는 공직선거 관여에 대한 금지 규정이 없어 꾸준히 정치적 중립 위반에 대한 문제가 제기되어왔다.
이에 류성걸 의원은 공익적 가치를 추구하고 있는 사회적 기업과 협동조합 등이 설립 취지를 잊은 채 정치적 도구로 전락하는 것 아니냐는 우려 해소를 위해 사회적 기업육성법, 신용협동조합법 일부개정법률안을 발의했다.
류 의원은 “현재 입법 미비로 앞으로도 사회적 기업과 협동조합 등을 이용한 공직선거 개입문제가 지속적으로 제기될 수밖에 없다”면서 “행자부 산하 마을기업(협동조합형 지역공동체)의 경우, 공직선거 개입금지 위반 시 마을기업 지정을 취소하는 등 강력한 조치를 취하고 있다”고 사례를 들었다.
그러면서 류성걸 의원은 “내년 대통령 선거와 전국동시지방선거를 앞두고 공익적 가치를 추구하고 있는 사회적 기업과 협동조합 등을 이용한 정치적 행위가 발생하지 않도록 사회적 기업과 협동조합이 정치적 중립 기조 하에서 설립취지에 맞게 육성·발전할 수 있도록 더욱 노력하겠다.”고 말했다.
