브레이크뉴스 정명훈 기자= 이재명 더불어민주당 대선 후보는 20일 코로나19로 피해를 본 국민에게 사전 보상을 하겠다고 공약했다.
이재명 후보는 이날 오후 서울 여의도 민주당사에서 가진 정책 발표 기자회견에서 "이재명이 지금까지와 전혀 다른 방식으로 여러분의 희생에 보답하겠다"며 이같은 뜻을 밝혔다.
그는 "지금까지 유지해온 지원과 보상의 패러다임을 완전히 새롭게 바꾸겠다"면서 "누구는 주고 누구는 안 주는 방식이 아니다. 피해를 당한 국민 전부에게 지급할 것"이라고 강조했다.
이어 그는 사후가 아닌 사전 지원하겠다고 강조하며 "가게 문을 닫고 난 뒤 뒷북치는 사후가 아니라 급하고 힘들 때 적재적소 지원을 원칙으로 하겠다"고 했다.
또한 지원 방식에 대해서도 "금융보다 재정지원, 돈을 빌려서 버티라는 금융지원 아니라 피해 당사자에게 직접 지급하는 재정지원으로 바꾸겠다"면서 "지금까지 유지해 온 지원과 보상의 패러다임을 완전히 새롭게 바꿔서 보다 더 신속하게, 보다 더 도움이 되는 지원으로 일대혁신하겠다"고 약속했다.
이재명 후보는 이같은 원칙을 기반으로 한 '소상공인·자영업의 자생력 강화와 전환성장'을 위한 7대 공약도 공개했다. 그는 ▲인원제한 업종 보상 확대 ▲임대료와 고용유지 인건비 등 고정비 상환을 감면하는 한국형 급여프로그램(PPP) 도입 ▲채무조정·대환대출 확대, 무이자대출 ▲신용 대사면 ▲임기내 지역화폐 연 50조원 발행 및 소상공인 전용 소비쿠폰 지급 등 '온전한 손실보상' 공약을 제시했다.
이 후보는 "그동안 인원 제한으로 손실보상에서 제외해 온 업종도 보상을 확대하고 사회적 거리두기로 경영 피해를 당한 업종도 꼼꼼하게 세부적으로 살펴서 보상의 사각지대를 없애겠다"고 했다.
그러면서 "국가가 국민에게 손해를 강요하는 것은 20세기 패러다임이다. 이제 국가가 국민을 위해 할 수 있는 일이 무엇인지 제시해야 한다. 저는 소상공인과 자영업자의 자생력을 키워 지금의 위기를 대전환의 기회로 반전시키겠다"고 덧붙였다.
