전북 부안에서 생산된 쌀 반출 및 경제수탈을 지원하기 위해 일제 강점기에 설립된 소규모 건축물인 (구)부안금융조합이 지역의 찬란한 역사와 문화를 계승 발전할 '역사문화관'으로 탈바꿈했다.
