브레이크뉴스 정명훈 기자= 고위공직자범죄수사처(공수처)의 언론인·정치인 등에 대한 통신조회를 두고 국회에서 현안질의가 벌어졌다.
국민의힘은 윤석열 대선후보 부부와 국회의원, 기자 등에 대해 광범위하게 통신조회했다며 불법사찰이라고 공세를 퍼부었고, 더불어민주당은 합법적인 수사 과정이라고 반박했다.
30일 국회 법제사법위원회 공수처 통신조회 관련 현안질의에선 여야간 날선 공방이 이어졌다.
먼저 권성동 의원은 김진욱 공수처장을 겨냥해 "일개 헌법재판소 연구관을 공수처장으로 앉혀놨더니 고마워서 보은하자고, 야권 후보 탄압해서 대선에 개입해 공을 세워보겠다는 의도가 아니냐"고 맹비판했다.
이에 김진욱 처장은 "지나친 말씀"이라며 "윤석열 후보에 대해 저희가 3회, 서울중앙지검에서 4회했다. 배우자에 대해선 저희가 1회, 검찰이 5회했다. 왜 저희만 가지고 사찰이라고 하느냐"라고 반박했다.
윤한홍 의원은 김 처장의 답변에 "검찰은 280건 조회하고 자기들은 135건밖에 안했는데 왜 우리한테만 사찰이라고 하냐는 답변을 들으니 더 어이가 없다"며 "그래서 공수처를 없애야 한다. 공수처장 파면 또는 탄핵을 얘기하는 것"이라고 더욱 강하게 몰아붙였다.
전주혜 의원도 "대선 후보 부부에 대한 통신 조회는 사상 초유의 일이다. 결국 검찰, 경찰, 공수처가 합심해 야권 후보 사찰에 올인한 것"이라고 거들었다.

반면 민주당 의원들은 공수처의 통신조회는 합법이라며 적극 옹호했다.
김영배 의원은 "통신 자료 제공은 전기통신사업법 83조에 따라 진행한 업무"라며 "박근혜 정부 당시 미래창조과학부는 통신 자료 제공 통계를 발표했다. 이럴 정도로 합법적이고 떳떳하다는 것인데, (국민의힘 측에선) 사찰을 운운하고 있다"고 반격했다.
김진욱 처장도 "원칙적으로 말씀드릴 순 없지만 국민적 관심사이기에 말한다. 현재 수사 중인 '고발사주' 의혹 사건 관련으로 (통신조회를 한 것으로) 알고 있다"면서 윤석열 후보 부부에 대한 통신조회도 고발사주와 관련해 한 것이라고 답했다.
김 처장은 박지원 국가정보원장과 그의 지인에게도 통신조회를 했냐는 질문에 "그분도 했다"면서 "다만 구체적인 숫자는 기억하지 못한다"고 했다.
송기헌 의원도 "통신 자료 조회는 전기통신사업법에 따라 특정 전화번호 사용자의 인적사항을 확인하는 것 아니냐. 사찰이 아니라 정당한 수사활동이다. (야당이) 알면서도 우긴다고 생각한다"면서 "특히 다른 사람이라면 몰라도 윤 후보가 사찰을 이야기하는 건 안 맞고, 내로남불 아니면 정치공세"이라고 비난했다.
아울러 김진욱 처장은 일부 언론에서 '통신 내역 조회'라고 보도한데 대해선 "(사실이) 아니다"라며 "통신 내역 조회는 누가 누구와 몇 년, 며칠, 몇 분 통화했다는 것인데 그건 영장을 받아야 한다. 통신 자료 제공은 이동통신 가입자의 이름, 주민등록번호, 주소, 가입일만 확인하는 것"이라고 바로잡았다.
Questions on pending issues took place at the National Assembly over a communication inquiry into journalists and politicians by the High-ranking Public Officials Crime Investigation Office (Communist's Office of Public Affairs.
The people launched an offensive that it was an illegal investigation, saying that the power of the people was extensively communicated with the presidential candidate Yoon Seok-yeol, lawmakers, and reporters, and the Democratic Party refuted that it was a legitimate investigation process.
On the 30th, a sharp battle between the ruling and opposition parties continued in questioning pending issues related to the communication inquiry of the National Assembly's Legislation and Judiciary Committee.
First of all, Rep. Kwon Sung-dong criticized Kim Jin-wook, head of the offense and defense department, saying, "I'm grateful that I appointed a researcher at the Constitutional Court as head of the offense and defense department, so I'm trying to suppress opposition candidates and intervene in the presidential election."
In response, Director Kim Jin-wook said, "That's too much," adding, "We've talked about candidate Yoon Seok-yeol three times and four times at the Seoul Central District Prosecutors' Office." As for the spouse, we did it once and the prosecution did it five times. Why are we the only ones who call it a temple?" he refuted.
Rep. Yoon Han-hong replied, "The prosecution inquired 280 cases and they only did 135, but it is even more ridiculous to hear why they called it a temple only to us," adding, "So we have to eliminate the offense and defense office." "We are talking about the dismissal or impeachment of the head of the offense and defense department," he said more strongly.
Rep. Jeon Ju-hye also said, "It is the first time in history to inquire about communication between the presidential candidate couple. In the end, the prosecution, the police, and the airlift department joined forces to all-in-one inspections of opposition candidates, he said.
Then Democrats also defended the airlift. Rep. Kim Young-bae said, "The provision of communication data was carried out in accordance with Article 83 of the Telecommunications Business Act," adding, "The Ministry of Science, ICT and Future Planning released statistics on the provision of communication data at the time of the Park Geun Hye government." It means that it is legal and honorable to this extent, but (from the side of the people's power) they are talking about it.
Director Kim Jin-wook also said, "I can't tell you in principle, but I'm saying this because it's of public interest. "I understand that we have conducted a communication inquiry (as far as we know) regarding the alleged "complaint owner" case currently under investigation," adding that the communication inquiry for candidate Yoon Seok-yeol and his wife was also related to the accusation owner.
Asked if he had inquired about the communication with Park Ji-won, head of the National Intelligence Service, and his acquaintances, Kim said, "He did it, too," adding, "However, I don't remember specific numbers."
Rep. Song Ki-heon also said, "Isn't the communication data inquiry checking the personal information of a specific phone number user in accordance with the Telecommunications Business Act? It is not a temple, but a legitimate investigation activity. I think (the opposition party) knows but insists, he said. "In particular, it is not right for candidate Yoon to talk about the temple, even if others don't know, and it is a political offensive if it is not Southern Buddhism."
In addition, regarding some media reports that it is a "communication breakdown inquiry," Director Kim Jin-wook said, "It is not (the truth)," adding, "The communication breakdown inquiry is that who talked to whom for years, days, and minutes, and that should be a warrant. The provision of communication data is to check only the name, resident registration number, address, and subscription date of mobile communication subscribers, he said.
