대구시의회 대구의정미래포럼(대표 이시복 의원)의 ‘대구 구·군별 교육격차에 따른 지역불균형 해소방안 연구용역’ 결과 서구와 남구의 교육환경이 대구 안에서 가장 미흡한 것으로 나타났다고 밝혔다.
지난해 정책연구과제로 추진한 대구 구·군별 교육격차에 따른 지역불균형 해소방안 연구용역은 학부모, 교육관계자 등을 대상으로 한 설문조사 결과와 기존 자료를 토대로 한 2차 분석을 통해 정책적 결론을 도출했다.
이에 따르면 대구의 지역 간 교육격차는 학부모의 경제력 차이와 직결되며 서구와 남구의 경우 취약한 환경에도 불구하고 교육 투입요인마저 미흡해 교육격차가 심화되고 있는 것으로 나타났다.
특히 연구용역 보고서에 의하면, 대구 8개 구·군의 사설학원수, 사교육비 지출액, 월평균 가구소득 등의 교육환경요인을 분석해본 결과 수성구와 달서구는 미흡한 지표가 하나도 없었지만, 서구와 남구는 8개 구·군 중 미흡한 지표가 가장 많은 것으로 나타나 지역별 경제력의 차이가 교육격차로 이어지고 있음을 단적으로 보여주었다.

이에 이들 지역에 대한 우선적인 정책 지원이 필요하다는 것이 이번 연구의 결론으로 연구를 주도한 윤영애 의원은 “교육격차 해소를 위해서는 이들 두 지역에 대해서 차등적이고 우선적인 정책적 지원이 필요하다”라고 주장하면서, 아울러 “지역 불균형 해소를 위해서는 교육 패러다임의 전환이 필요하며, 교육계뿐만 아니라 지역사회 전반의 관계자가 참여하는 ‘대구형 교육거버넌스’를 구축해야 한다”라고 밝혔다.
윤영애 의원은 연구결과를 반영해 향후 대구시와 대구시교육청에 지역간 교육격차를 해소하기 위한 정책제안과 조례제정 등의 후속조치를 할 예정이라고 밝혔다.
