충남도의회가 학교 화재사고 위험으로부터 학생·교직원·교육활동 참여자를 보호하기 위한 제도 마련에 나섰다.
도의회는 12일 방한일 의원(예산1·국민의힘)이 대표 발의한 ‘충청남도교육청 학교 화재사고 예방 및 안전에 관한 조례안’을 예고했다.
조례안은 최근 대형화재 발생이 잇따르는 가운데, 화재사고에 취약한 학교의 화재 예방 및 소방시설 설치 지원 등에 대한 사항을 규정함으로써 학생 안전을 지키기 위해 발의됐다.
구체적으로 학교 화재 예방 및 안전을 위한 종합계획을 수립하고, 필요한 시설 설치와 예산지원을 위해 노력하도록 하는 교육감의 책무 규정을 담았다.
또 ‘충청남도교육청 교육안전 조례’에 따라 수립하는 ‘교육안전 종합계획’에 화재사고 대응 안전교육과 화재사고 대비 소방훈련을 포함하도록 했다.
아울러 매년 화재사고 예방을 위한 소방시설 및 소방시설 등에 대한 실태조사를 실시하도록 강제하고, 필요한 경우 해당 시장·군수 및 유관기관에 협조체계를 구축할 수 있도록 명시했다.
실태조사 결과에 따라 스프링클러 등 필요한 소방시설을 설치하고, 그 시설물이 정상적으로 작동·운영될 수 있도록 예산을 지원하도록 했다.
방 의원은 “통계에 따르면 최근 3년간 학교 화재 건수는 50건 이상으로 이에 대한 대책이 시급하다”며 “이번 조례를 통해 학생과 교직원들이 화재 사고 위험으로부터 안전해지길 바란다”고 말했다.
조례안은 오는 18일부터 열리는 제334회 임시회에서 심의된다.
