[브레이크뉴스=이성용기자] 서일준 의원은 타당성이 인정될 경우 적절한 시점에 공원 구역을 재조정할 수 있도록 함으로 주민의 재산권을 보호할 수 있도록 하는 ‘자연공원법 일부개정법률안’을 대표 발의했다고 9일 밝혔다.
현행 자연공원법에서는 한려해상국립공원 등과 같은 공원 구역의 조정이 10년마다 이루어져, 인근 주민들의 재산권 행사가 장기간 제한되고 있다.
이에 서일준 의원은 공원계획의 타당성 검토 주기를 3년으로 변경하고, 주민들의 사유재산이 심각한 침해와 지역 발전을 저해하는 경우에는 검토 주기와 관계없이 공원계획의 타당성을 검토할 수 있도록 하는 내용의 개정안을 마련했다.
아울러 공원 구역의 지정 해제 또는 구역이 축소된 날로부터 5년 이내에 정해진 용도로 사용하지 않을 경우 자연공원으로 환원하도록 하는 장치도 함께 마련했다.
이번 법률개정안이 국회 본회의를 통과할 경우, 과도한 규제로 고통을 겪던 지역주민들의 재산권 행사가 수월해지고, 토지의 효율적인 이용이 가능하게 될 전망이다.
서일준 의원은 “그동안 자연공원법이 현실을 반영하지 못하고 각종 규제가 적용되어오면서 재산권 행사에 많은 어려움을 겪어오신 주민들의 피해가 제가 발의한 개정안을 통해 해소될 수 있기를 기대한다”라며, “앞으로도 지역주민들의 정당한 권리를 되찾는 의미 있는 의정활동을 위해 노력할 것”이라고 강조했다.
