브레이크뉴스 정명훈 기자= 블라디미르 푸틴 러시아 대통령이 우크라이나 동부 돈바스 지역에 평화유지군 진입을 명령했다고 외신들이 일제히 보도했다.
22일 로이터통신, 뉴욕타임스, CNN 보도 등을 종합해보면 푸틴 대통령은 우크라이나 동부 지역의 도네츠크인민공화국(DPR)과 루간스크인민공화국(LPR)에 러시아 평화유지군 투입을 명령했다.
푸틴 대통령은 평화유지 활동을 위해 군대 투입을 명령한 것이라고 러시아 정부측은 설명했다.
이 두 지역은 친러 반군 분리주의자들이 장악하고 있는 곳이다. 지난 2014년 3월 러시아가 주민투표 결과를 근거로 무력을 동원해 우크라이나에 속해있던 크림반도를 병합하자, 자신들도 독립하겠다며 자칭 인민공화국을 수립한 뒤 무장 독립 투쟁을 해오던 곳이다.
푸틴 대통령은 최근 이 두 곳을 독립국으로 인정한다고 대통령령에 서명하기도 했는데, 반군 장악 지역에 공개적으로 러시아군을 파견할 수 있는 명분을 얻기 위한 것으로 보인다.
다만 평화유지군이라는 명칭을 달고 투입된 러시아군이 이들 2개 지역에만 머물지, 아니면 반군들이 자신들의 영토라 주장하는 우크라이나 지역까지 들어갈지에 대해선 불확실하다. 아울러 이번 러시아군 투입이 우크라이나 전면 침공의 시작인지도 확실치 않은 상황이다.
한편 젠 사키 미국 백악관 대변인은 이날 성명을 통해 "러시아가 국제적 약속을 노골적으로 깼다"고 비판하며 바이든 대통령이 우크라이나 동부 2개 지역에 대한 투자, 교역, 금융을 금지하는 행정명령을 발표할 것이라고 전했다. 그러면서 "이 조치는 러시아가 우크라이나를 침공할 경우 미국과 동맹국들이 취할 경제조치와는 별개의 조치"라고 강조했다.
