조례안은 탄소중립 및 디지털 전환에 따라 발생할 수 있는 문제점을 해결하기 위해 노동전환 지원계획을 수립하도록 하고, 노동전환지원 및 훈련센터를 설치할 수 있는 근거를 마련했다.
안 의원은 “지난 2월 의정토론회를 진행해 의견을 수렴한 결과 현재 일자리가 기후위기에 따른 산업 전환 과정에서 직접적인 영향을 받을 것이라는 우려가 많았다”며 “충남도의회는 지난해 ‘충청남도 정의로운 전환 기금 설치 및 운용에 관한 조례’를 최초로 제정했지만, 추가적인 노동자 지원 필요성은 계속 대두되고 있다”고 말했다. 이어 “‘정의로운 전환 기금’과 ‘노동전환 및 훈련센터 설치’ 등 적극적인 대비를 통해 도내 노동자 보호에 이바지하길 기대한다”고 말했다.
