하지만 방 의원은 “원예작물·과수재배 농가가 사용하는 원예용 복합비료는 지원대상에서 제외된 데다, 농협 외 대리점에서 비료를 구매한 농민은 인상분 보조를 받을 수 없어, 이번 비료가격 지원방안은 미봉책”이라고 지적했다.
이어 “지역 농협에서는 일부 제한된 비종만 취급하는 경향이 있고, 대리점에서 현금으로 비료를 구매할 경우 일부 가격 할인을 받을 수 있기에 많은 농민이 대리점 등 판매업체를 통해 직접 비료를 구입한다”며 “보조를 받기 위해서 반드시 농협을 거쳐야 하는 것은 부당하다”고 비판했다.
