NGO 4.0 시민단체인 '고발연대(고양특례시 발전 시민연대. 대표 박대석)'는 5일자 보도자료에서 “고양특례시 학부모 등 시민과 3일 고발연대 사무실에서 고양특례시와 경기도교육감 후보들의 공약을 살펴보니 구체적이고 필요한 교육 투자 공약이 부족하다는 의견이 많았다. 이에 따라 자유민주주의와 창의를 존중하는 정당인 국민의힘 고양특례시장 이동환 후보와 보수 후보로 나선 임태희 경기도 교육감 후보에게 ‘고발연대’는 공개 제안한다”고 밝혔다.
이어 “글로벌 시대에 영어는 필수다. 고양시 재학 중인 중·고생 약 56,000명 중 희망자 전원에게 당선 후 4년 동안 미국 등에 3개월 어학연수를 실시한다는 공동 교육 공약을 발표하여야 한다. 고양특례시장 이동환 후보는 재정지원을 하고 임태희 경기도 교육감 후보는 당선 후 경기도 교육청이 연수 교육기관 선정, 학생 선발, 학생 학사 관리 등 제도적 지원을 하도록 한다. 매년 14,000명이 저학년부터 순차적으로 어학연수를 다녀오게 하면 4년 재임 중 전원이 혜택을 받을 수 있다. 현재 개인별로 가는 3개월 어학연수비용은 학비 480만 원, 생활비 450만 원, 기타비용 180만 원 등 총 1,100만 원이 들어간다. 이를 경기도교육청이 미국 어학 교육 기관과 협의 하여 1,000만 원 이하로 줄이고, 고양 시는 일 인당 70%인 700만 원씩 지원하게 되면 고양시는 연간 약 840억 원의 재정지원을 하게 된다. 형편이 어려워 400만 원 비용 조달이 불가능한 학생에게는 경기도교육청이 장학금으로 최대한 지원하여 경제여건으로 소외되는 학생이 없도록 하여야 한다. 두 후보는 이번 달 11일까지 어학연수 공약 공약제안에 대하여 채택 여부를 공개할 것을 요청한다”고 덧붙였다.
고발연대(고양특례시 발전 시민연대)는 고양시 44개 같은 지역의 약 1, 200여 명의 자발적 회원과 정치, 경제, 금융, 부동산, 법률 등 각계 전문가와 함께 6월 1일 치루는 지자체와 교육감 선거에 대한 공약을 살피고 건전한 비판과 대안을 제시하기로 했다. 고발연대는 국세청에 등록된 시민운동단체로 이번 선거기간에 회원을 2,400 이상으로 확대할 예정이다.
상임대표는 시민들의 추대를 받은 금융전문가인 칼럼니스트 박대석, 이사장에는 기업대표 석용석, 공동회장 겸 제1 사무총장에는 홍종진, 조직본부장에는 김월희 지역 시민 운동가, 사무국장에는 사회복지 전문가인 김명숙 박사 등 각계 전문가와 고양시민들의 맹렬한 활동이 기대된다.

“In this global era, English is essential. Among about 56,000 middle and high school students enrolled in Goyang, all applicants must announce a joint education pledge to conduct three-month language training in the United States for four years after being elected. Candidate Lee Dong-hwan of Goyang Special Mayor will provide financial support, and Candidate Tae-hee Lim of Gyeonggi-do Superintendent of Education will provide institutional support such as selection of training institutes, selection of students, and academic management of students by the Gyeonggi Provincial Office of Education after election. If 14,000 students attend language training sequentially from the lower grades every year, all of them can receive benefits during their four-year tenure. Currently, the cost of three-month language training for each individual costs 11 million won, including 4.8 million won for tuition, 4.5 million won for living expenses, and 1.8 million won for other expenses. If the Gyeonggi Provincial Office of Education reduces this to less than 10 million won in consultation with American language education institutions, and the city of Goyang provides 70% or 7 million won per person, the city of Goyang will provide approximately 84 billion won in financial support per year. The Gyeonggi Provincial Office of Education should provide scholarships as much as possible to students who are unable to finance 4 million won due to financial difficulties so that no students are left behind due to economic conditions. We request that the two candidates disclose whether or not they will adopt the language training pledge by the 11th of this month,” he added.
The Indictment Solidarity (Citizens’ Solidarity for Development in Goyang Special City) is a local government and superintendent election held on June 1 with about 1,200 voluntary members from 44 regions in Goyang and experts from various fields such as politics, economy, finance, real estate, and law. We decided to review our promises and suggest sound criticism and alternatives. The Indictment Solidarity is a civic activist group registered with the National Tax Service and plans to expand its membership to more than 2,400 during this election period.
