이동환 당선인은 20일 오후 고양시에 소재한 서울시 난지물재생센터를 방문해 현대화사업 추진 상황 등을 보고받은 후 하수처리장과 분뇨처리장을 둘러봤다.
난지물재생센터는 전체부지 920만㎡이며, 하수처리장(1일 86만톤)과 분뇨처리장(1일 4,500㎘), 슬러지처리시설(1일 150톤 소각, 1일 150톤 건조) 등이 들어서 있다.

이 3개 시설은 지상화로 인한 악취가 발생하고 있어, 그동안 대덕동, 덕은지구 등 인근 지역민들의 주요 민원이 되어 왔다.
이에 2012년 5월 고양시와 서울시 간 ‘상생발전을 위한 공동 합의문’을 체결하고, 현재 하수처리장 복개 공원화와 분뇨처리장 지하화를 위해 실시설계 용역과 기본설계 용역을 착수했다.
분뇨처리장과 슬러지처리시설(증설) 지하화는 2025년 준공예정이며, 하수처리장 복개공원화는 2028년 준공예정이다.
난지물재생센터 내에 위치한 서대문구 음식물류폐기물 처리시설은 연면적 1,624㎡에 1일 300톤을 퇴비화로 처리했으나, 고양시 불가 의견으로 2018년 12월 중지된 상태다.

고양환경에너지시설은 연면적 1만2,443㎡에 1일 300톤(150톤 2기)을 열분해와 가스화 용융방식으로 2010년 4월부터 고양도시관리공사가 위탁해 운영하고 있다.
