고양시가 제안 제도의 운영 방식을 혁신적으로 개선하기 위해 제안제도 통합플랫폼 ‘제안키우미’를 개발했다고 22일 밝혔다.
시는 작년 기준으로 연 1,200여건의 제안을 접수했다.
제안은 국민권익위원회에서 운영하는 국민신문고와 자체 제안공모전을 통해 접수되는데 처리에 많은 시간이 소요된다.
현행 제안제도는 제안의 접수, 부서검토, 1차 실무심사, 2차 제안심사 등 여러 단계로 나누어져 있고 대부분 수기방식으로 처리되는 등 비효율적인 부분이 있기 때문이다.

이에 고양시는 제안제도 개선과 효율화를 위해 제안 제도에 특화된 맞춤 플랫폼 개발에 착수했다.
고양시가 자체 개발한 ‘제안키우미’는 제안의 접수에서 부서의견 작성, 심사, 채택된 제안에 대한 실시 점검 등 사후관리까지 가능하다.
또한 국민신문고 데이터까지 연계되어 제안 접수와 시민 의견 반영 기능만 있는 일부 지자체의 제안 시스템과 차별화했다.
고양시는 제안키우미 개발 완료에 맞춰 22일부터 다양한 주제의 정책 아이디어 공모전을 실시할 예정이다.
시 관계자는 “제안제도를 디지털화한 제안키우미 개발로 업무 처리가 획기적으로 개선될 예정이다.
