[브레이크뉴스=이성용기자] 부울경언론연대는 박완수 경남도지사 취임 한달을 지나면서 도민들과의 소통을 위해 도정 철학과 공약 실천 의지 등을 듣고자 인터뷰를 요청했고 바쁜 일정으로 대면 인터뷰가 아닌 서면 인터뷰로 대신하게 되어 죄송한 마음을 22일 전해 왔다.
도정이 어느 정도 안정이 되면 대면 인터뷰를 통해 도민들을 만날 것을 약속한 박 지사는 지난 선거에서 보여주신 도민들의 사랑과 관심에 깊은 감사를 드린다고 밝혔다.
▲ 취임 1개월이 지났습니다. 먼저 소감을 밝혀주시죠.
한 달여 동안 도정을 운영하면서 대내외적으로 여건이 녹록지 않다는 것을 실감하고 있습니다. 경남의 경제성장률이 최근 마이너스를 기록했고, 도민 개인소득도 전국 최하위 수준으로 떨어지고 있으며, 지속된 코로나19 상황으로 도민의 어려움이 큽니다.
무거운 책임감을 느끼고 있으며 도민들께서 주신 신뢰와 기대에 보답하기 위해 열정을 다해 도정을 운영해나갈 것입니다. 경남도를 일하는 조직으로 만들어가고 있고 도정의 성과를 도민이 체감할 수 있도록 하나하나 잘 이루어 가겠습니다.
▲ 경남의 코로나19 하루 신규 확진자가 다시 가파르게 상승하고 있습니다. 정부 방역대책과 함께 민간 방역수칙을 수정해야 한다는 여론이 있는데, 어떻게 생각하십니까?
6월말 이후, 오미크론 하위변이(BA5)의 확산으로 확진자 수는 지속적으로 증가하고 있습니다. 확산세는 8월 중으로 정점을 찍고 여름 휴가철의 영향으로 유행은 다소 지속될 것으로 예상하고 있습니다.
최근 방역대응은 확진자 발생을 최대한 억제하는 방식이 아닌 고위험군과 감염취약계층을 집중관리하여 사망자와 위중증 환자를 최소화 해 나가는 방식으로, 일상을 유지하면서 가장 취약한 부분을 집중 관리하는 것으로 현재까지는 대응 가능한 범위 내에 있습니다. 앞으로도 도민에게 희생을 강요하거나 민생경제를 악화시키는 일을 최소화하기 위해 상황을 예의주시하며, 정부와 도·시·군이 함께 긴밀히 대응해나가겠습니다.
▲ 박완수 지사님의 제1호 공약인 경남투자청 설립 계획과 일정에 대해 밝혀주신다면...기관명칭 논란도 있었는데 어떻게 생각하시는지요.
투자유치 전담기관 설치로 기업과 투자를 적극 유치해 경남을 ‘투자유치 특별자치도’ 수준으로 만들어 나갈 것입니다. 경남투자청이라는 명칭은 정부조직법상 사용 제약이 있어 이해하기 쉽고 효과적인 이름으로 다시 수정할 계획입니다.
본격적인 시행을 위해 이번 조직개편에 경제부지사 직속으로 투자유치단을 설치하고, 투자유치기관설립을 위한 전담TF를 구성했는데, 기존의 경남경제진흥원을 ‘(가칭)경남투자경제진흥원’으로 재편하는 방안 등을 포함하여 투자유치 전담기관 설립과 운영 방안에 대해 검토 중에 있습니다.

▲ 경남도의 방위산업 육성 정책에 대한 지역 경제계의 기대가 큽니다. 그런데 방위사업청이 방위산업의 우위를 점하고 있는 경남이 아니라 대전으로 이전될 것이라는 전망이 우세합니다. 이 점에 대해 어떻게 생각하시는지요?
경남은 방위사업청 지정 업체 28개사가 위치해 있는 전국 최대 방위산업 중심지입니다. 또한 국방기술품질원, 국방기술진흥연구소, 육군종합정비창, 해군정비창, 공군정비대대 등 육해공 인프라가 풍부하고 전기연구소, 재료연구소, 한국산업기술시험원 등 다양한 정부출연기관이 위치해 있습니다.
방위사업청의 목적인 기업 육성과 수출 지원 측면에서 볼 때 경남의 입지적 조건은 상당히 좋습니다. 하지만 방위사업청은 대통령 공약과 국정과제로 대전 이전이 약속되어 있는 상태입니다.
▲ 지난 선거에서 창원에 의과대학을 유치하겠다고 공약하셨는데요. 어떤 계획이 있으신지?
사스, 신종플루, 메르스에 이어 코로나19까지 최근 약 5년 주기로 대규모 감염병이 발생하는 상황에서 의료인력의 적절한 공급과 의과대학 신설은 선택이 아닌 필수의 문제입니다.
경남도도 인구대비 의사 수와 중증환자 진료 전문의 수는 전국 평균보다 낮으며, 비슷한 인구 규모의 부산과 비교했을 때 2/3수준이며, 또한, 의대 정원도 경남은 인구 10만 명당 2.3명으로, 전국 평균 6.3명보다 절대적으로 낮은 수준을 보이고 있습니다.
대학, 지자체, 지역상공계, 시민단체 등과 힘을 모아 정부와 정치권을 설득해 의과대학 설립을 추진해나가겠습니다.

경남은 국내 항공우주산업의 최대 생산거점으로 2020년 기준 국내생산의 69.9%, 우주산업 분야에서 40.4%를 차지하고 있습니다. 항공우주청 사천 설치는 정부 국정과제에 이미 확정되어 있으며, 조기 설립을 위해 국회, 중앙부처 등과 적극 연계하고 있습니다. 아울러 민간주도의 우주개발 역량 강화와 항공우주산업의 자생적 산업생태계 조성을 위해 우주클러스터 지정을 추진하고 있습니다.
항공우주산업 육성은 지역경제에 상당한 파급효과가 있을 것으로 예상하며, 연구개발, 인력양성, 부품인증 지원 등 우리 도가 세계 7대 우주강국 도약의 견인차 역할을 하게 될 것으로 확신합니다.
