파주시, 난개발 방지에 팔 걷고 나섰다

파주시는 난개발 방지에 팔 걷고 나섰다고 밝혔다.

시는 무분별한 개발로 인한 피해와 재해를 예방하기 위해 토지에 대한 정당한 재산권 행사는 보장하되, 토지의 경제적 이용과 환경적 보전의 조화를 도모해 계획적으로 관리한다는 방침이다.

먼저, 도로, 상하수도 등 기반 시설에 대한 개발행위 허가기준을 엄격히 적용할 계획으로, 토지 개발규모별 도로폭 기준을 원칙적으로 적용하고, 도시계획위원회 심의를 통한 도로폭 완화도 법정도로부터 대상부지까지 85% 이상을 확보한 경우로 한정할 예정이다.

상하수도 미설치 지역의 건축을 원칙적으로 불허하고 환경오염, 생태파괴, 위해방지 등 주변지역과의 관계도 면밀히 검토 후 허가할 계획이다.

또한 관련 조례를 개정해 옹벽설치 기준을 강화하고, 경작을 위한 개발행위허가 대상 농지 성토기준 높이도 1m에서 50cm로 강화할 예정이다.

시는 도시발전국장을 단장으로 ‘난개발방지 TF팀’을 운영, 난개발방지 대책의 실효성과 지속성을 확보할 계획이며, 난개발 방지계획 시행에 따라 이해관계인의 반발과 제3자를 통한 청탁과 압력에 대해 청탁금지법을 엄격히 적용한다는 방침이다.
