고양시가 행정안전부에 의뢰한 ‘고양영상문화단지 조성사업 중앙투자심사’에서 승인 받아 사업 추진에 탄력을 받게 됐다고 13일 밝혔다.
자치단체의 신규 투자사업비 중에서 총 200억원 이상의 사업은 지방재정법에 따라 행정안전부의 지방재정 중앙투자심사를 통과해야 재원 확보 및 사업 추진이 가능하다.
고양영상문화단지 조성사업은 고양 아쿠아 특수촬영 스튜디오를 중심으로 20만1천㎡ 면적에 총사업비 1,085억원을 투입하여 영상 제작 전문단지를 조성하는 사업이다.

시는 2023년까지 개발제한구역 해제와 개발계획수립, 실시설계 후 2025년까지 토지보상과 단지 부지조성을 완료할 계획이다.
세부시설로는 공릉천 하천수를 이용한 수중 촬영장을 확대하고 실내·버추얼(virtual) 스튜디오 전용 단지와 영상 전·후반 업무시설 및 전문인재 교육실, 공원 및 문화시설 등으로 구성된다.
단지가 조성되면 시나리오 집필, 촬영, CG·VFX 후반 작업까지 영상콘텐츠 제작의 모든 과정이 원스톱 프로세스로 가능해져 해외 또는 지방 로케이션 촬영과 전·후반 작업에서 발생하던 비용·시간을 단축할 수 있다.

고양 아쿠아 특수촬영 스튜디오는 고양시가 2010년 개발제한구역 해제를 통해 기존 폐정수장 리모델링 후 2011년에 개관했다.
영화‘기생충’을 비롯해 1000만 관객 영화‘명량’,‘해운대’,‘신과 함께’,‘부산행’등과 넷플릭스 드라마 ‘킹덤’,‘오징어 게임’,‘고요의 바다’등 160여편 작품의 산실로써 시가 영상산업 특화도시로 발돋움하는 데 중심 역할을 해왔다.
최근 디지털 미디어 산업 활성화와 OTT플랫폼 확장으로 해외시장에서 거대해진 K-콘텐츠 수요에 힘입어 국내 영상 콘텐츠 제작사들의 스튜디오 확보에 대한 의지가 높아졌다.
이에 고양시는 고양 아쿠아 특수촬영 스튜디오를 중심으로 종합 촬영 스튜디오 집적단지를 조성함으로써 국내·외 영상산업 앵커기업 유치와 양질의 청년 일자리를 창출하고 방송영상밸리, CJ라이브시티와 함께 대한민국 명실상부한 K-콘텐츠 플랫폼의 메카가 되는 것을 사업의 목표로 하고 있다.
