[브레이크뉴스=이성용 기자] 창원특례시는 14일 시의원, 시민단체, 지역주민 등 30여명과 함께 성매매집결지 폐쇄 우수지역으로 평가 받고 있는 전주시 선미촌을 방문했다.
전주시 ‘선미촌’은 2002년 정비계획을 수립한 이후 2015년부터 민ㆍ관 협의회를 구성, 문화재생 사업을 전개한 결과, 지속가능발전 대상인 대통령상을 수상하는 등 유네스코 한국위원회에서 주관한 지속가능 발전 교육 공식 프로젝트 인증사업에 선정될 정도로 도시재생사업 우수사례로 평가받고 있다.
이번 방문은 서성동 성매매집결지 폐쇄부지의 문화공원 조성계획과 관련, 여성인권 역사 기록공간 조성 요구에 대한 지역주민과 시민단체의 합의점에 대해 고민해보고자 마련됐다.
폐쇄된 성매매집결지의 다양한 활용사례를 직접 보고 인식의 차이를 좁혀 보다 발전적인 방향으로 공원조성 계획에 반영한다는 의도이다.

시는 1905년 마산항 개항 이후 생겨난 것으로 알려진 서성동 성매매 집결지 일대 1만1144㎡를 2020년 6월 폐쇄계획 후 주민설명회 및 용역을 통해 2021년 8월 문화공원으로 조성하기로 결정했고, 보상비 220억원, 공사비 등 30억원 등 총 사업비 250억원을 투입해, 2024년 6월까지 완공한다는 계획이다.
이 과정에서 시민단체는 공원 중 일부를 여성인권 역사 기억공간으로 설치를 요구하고, 지역주민은 시민을 위한 문화체육공원 설치를 요구하고 있다.
시는 시민여론조사 용역을 실시했으나, 가칭 여성인권전시관 건립에 대해 지역주민의 70%가 부정적인 의견으로 조사된 바 있다.
이유정 여성가족과장은 “이번 방문은 공원 내 여성인권 역사 기억공간에 대한 시민단체와 지역주민간의 인식의 차이를 줄이는 데 조금이나마 도움이 되길 바란다”며 “앞으로 타 지역의 정비사례를 연구하여 공유하고, 공간의 형태(건물, 조형물 등)에 대해서도 지속적으로 의견을 수렴할 것”이라고 말했다.
