브레이크뉴스 정명훈 기자= 5일 국회 행정안전위원회는 이른바 '이재명 먹튀 방지법'을 둘러싸고 여야간 설전이 또 다시 벌어졌다.
행안위는 이날 중앙선거관리위원회에 대한 국정감사에서 이재명 더불어민주당 대표의 대선후보 시절 '허위사실 공표' 혐의 관련 재판을 놓고 여야 의원간 고성이 오갔다.
조은희 국민의힘 의원은 이날 국감에서 "이재명 대표가 대선 과정에서 허위사실 공표 혐의로 재판 받고 있다"면서 "만약 유죄가 된다면, 언론에선 (선관위가) 434억 원을 어떻게 받느냐고 한다. 제가 발의한 법안에 따르면 선관위가 정당보조금을 줄 때 그만큼 차감해서 줘도 된다"고 말했다.
이재명 대표가 당선무효형인 100만원 이상의 벌금형이 확정되면, 선거 기탁금 3억원을 선관위에 반환해야 하며 민주당 역시 선거비용 약 434억원 전액을 반환해야 한다.
조 의원은 이어 "일부에선 '이재명 먹튀 방지법'이라고 한다. 개인이나 정당이나 우리 국민의 혈세로 지급되는 선거보조금에 대한 먹튀 방지법'이라며 "허영호 민주당 의원도 국회 정개특위에서 공직후보자 선거 비용 미반환을 방지하기 위해서 선거법 개정을 선관위에 제의했는데, 정당은 어떻게 할 건가"라고 박찬진 중앙선거관리위원회 사무총장에게 질의했다.

그러자 민주당 행안위 간사인 김교흥 의원은 "선관위를 상대로 정쟁으로 몰고 가면 바람직하지 않다. 어제하고 비슷한 상황이 벌어질 수 있다"며 "낙선한 후보를 상대로 말꼬리를 잡아서 허위사실 유포로 기소했는데, 1심도 끝나지 않았는데 이걸 가지고 무슨 선거비용 반환을 얘기하는 건 정쟁을 몰고가는 것"이라고 반발했다.
이에 국민의힘 간사인 이만희 의원이 "조 의원이 없는 사안을 가지고 얘기한 것도 아니지 않나. 온 언론에서 보도되고 수사기관에서 공소장을 통해서 이미 공개된 사안들이다. 그래서 선거 보전 비용 미납자와 관련 정당에 대해 어떻게 할 것이냐를 질의한 것 아니냐"면서 "그런 질의를 정치탄압이다, 아니면 우리 정당사에 없었다는 식으로 말하면 법이 누구한테는 적용이 되고 누구한테는 적용 안 돼야 하는 것이냐"고 따져 물었다.
그러면서 "조 의원 말씀에 대해 발언 자체를 통제하려는 의도에 대해서는 사과를 해야 한다"고 요구했다.
이에 다시 김교흥 의원은 "무슨 사과같은 소리를 하고 있어"라며 목소리를 높였고, 다른 야당 의원들도 "무슨 사과를 해"라고 거들었다.
여야간 갈등이 다시금 고조되자 이채익 위원장은 "각 위원들의 발언은 존중돼야 한다. 발언에 대한 평가는 국민이 할 것"이라며 "동료 위원 발언에 대해 평가하거나 말도 안되는 소리라고 치부하는 건 여야를 떠나 바람직한 일이 아니다"라고 자제를 촉구했다.
그럼에도 조 의원은 사과를 계속해서 촉구하고 김 의원은 조 의원의 발언을 자제시켜야 한다고 주장하며 고성을 주고받자, 결국 이채익 위원장은 점심 식사를 이유로 감사 중지를 선포했다.
