브레이크뉴스 정명훈 기자= 국민의힘은 8일 민생 부담을 줄이기 위해 '연말정산 장바구니 소득공제(카드·현금 영수증)'를 통해 100만원씩 지원하겠다고 밝혔다.
성일종 국민의힘 정책위의장과 예산결산위원회 여당 간사인 이철규 의원은 8일 오전 기자회견에서 '2023년 예산안 심사방향'을 발표하며 이같은 내용을 전했다.
국민의힘의 내년도 예산안 심사방향은 크게 '민생·약자·미래'의 3축 설정했다. 구체적으론 ▲민생 부담 경감 ▲민생 침해 범죄 근절 ▲사회적 약자 지원 확대 ▲미래 세대에 대한 지원 강화 ▲국민 안전 안보 확충 총 5대 분야를 설정한 뒤 20개 주요 증액 사업을 추진한다.
이번에 증액되는 예산은 총 2조원 규모이며 가장 대표적인 게 장바구니 소득공제를 통한 연말정산 100만원 지원 사업이다. 이를 위해 7667억원의 예산 증액을 추진한다.
또한 인플레이션으로 인한 금리 지속 인상 상황 속에서 금융 취약 계층 지원을 위해 2522억원을 증액한다. 안심전환대출 요건을 현행 주택가격 4억에서 9억원으로 완화하고, 대출한도를 최대 5억원으로 확대하기 위해 2342억원을 반영한다.
한계 소상공인 약 3만명에게는 시중은행 대출을 3000만원 한도로 1∼2% 이자 차액을 보전하도록 180억원을 신규 반영한다.
서민들의 대중교통 이용 지원을 위해 지하철-시내버스 통합정기권 신설에 119억원을 증액할 계획이다.
장바구니 물가 안정을 위해선 589억원을 증액했다. 수산물 비축, 전통시장 할인행사, 취약계층 농수산물 바우처 대상을 확대하고, 임산부 친환경 농산물 지원 등도 강화한다.
4대 민생 침해 범죄인 마약·보이스피싱·스토킹·전세사기 등과 관련한 수사 강화와 피해 지원확대에도 123억원을 증액한다. 휴대폰 스미싱 방지 백신 개발과 보급, 스토킹 피해자 보호를 위한 알림시계 보급 등에도 예산이 반영됐다.
아울러 희귀난치성 질환 전문 요양병원 신설과 비급여 신약 의료비 지원 강화에 345억원, 장애인 이동편의 증진과 중증장애근로자 근로지원 확대엔 260억원, 복지 사각지대 해소에 69억원, 북한이탈주민지원 강화에 18억원 등이 증액됐다.
육아와 관련된 예산도 확충했다. 영유아 및 장애아 어린이집 보육료 단가 추가 5%인상 (1413억원), 어린이집 교사겸직수당 월 7만5000원, 보육교사 담임수당 2만원, 연장보육교사 수당 1만원 증액 (253억원)이 예산안에 포함된다.
이와 함께 참전·명예 수당 확대(712억원), 명예·무공영예·4.19혁명공로 수당 월 4만원 추가 인상 등도 추진한다.
북한 미사일 다층 요격 능력 정상화를 위한 예산 (300억원)을 신규 반영했다.
국민의힘은 이태원 참사 관련 예산도 사업내용이 구체적으로 마련되는 대로 내년도 예산안에 추가 증액하겠다고 했다.
성일종 의장은 증액 예산 규모에 대해 "여야 협상 과정에 있고 정부가 받아들인 부분도 있고 못 받아들인 부분도 있다"면서 "우리가 원하는 것보다 조금 더 넣을 수도 있고 뺄 수도 있기 때문에 2조원 내외라고 보면 된다"고 설명했다.
이철규 의원은 "국회 예산안 심의가 지연되면 될수록 정부 지원이 늦어지게 되고 결국 피해는 고스란히 국민에게 돌아간다"면서 "국민의힘은 법정 시한인 12월2일까지 예산안이 처리될 수 있도록 다수당 야당의 협조를 부탁드린다"고 호소했다.
