세종시의회가 2022년 지방의회 우수사례 경진대회에서 우수상을 수상했다.
세종시의회에 따르면 시의회는 11일 부산 벡스코에서 열린 2022년 지방의회 우수사례 경진대회에서 행정안전부 장관 표창에 해당하는 우수상을 수상했다.
세종시의회는 지난해에도 ‘시민 중심의 조례 입법평가제’의 도입 배경과 추진 경과 등 성과를 인정받아 ‘시민참여 기본조례’에 이어 2년 연속 결선에 진출하는 쾌거를 이뤘다.
특히 올해는 2018년 7월부터 2022년 6월까지 4년간 의정활동 중 주민 추천을 받은 우수사례를 대상으로 1차 서류 심사를 거쳐 본선에 진출한 9건에 대한 현장 발표를 통해 최종 순위가 결정됐다.
우수사례로 선정된 조례 입법평가제는 조례 입법평가위원회를 구성해 평가에 내실을 기한 점, 자치입법에 대한 관심 제고와 역량 강화의 계기를 마련한 점을 인정 받았다.
대전세종연구원 최성은 입법평가위원은 “조례 입법평가위원으로서 직접 우수 성과를 소개하는 발표까지 맡아 영광이었다”며 “시민의 한 사람으로서 시민 중심의 입법평가로 자체 입법 역량을 강화한 제4대 세종시의회가 앞으로 어떤 활동을 펼쳐나갈지 몹시 기대된다”고 전했다.
한편, ‘지방의회 우수사례 경진대회’는 지난 2019년부터 행정안전부 주관으로 지방의회 의정활동 등에 대한 우수사례를 발굴·전파하기 위해 매년 개최돼 왔다. 올해는 주민이 지방의회의 활동과 성과를 평가하여 우수사례를 추천하는 방식의 ‘주민추천제’를 처음 도입했다.
