브레이크뉴스 정명훈 기자= 검찰이 이재명 더불어민주당 대표의 최측근으로 분류되는 정진상 당 대표실 정책조정실장에 대해 사전 구속영장을 청구했다.
서울중앙지검 반부패수사1부(부장검사 엄희준)는 16일 특정범죄 가중처벌 등에 관한 법률 위반(뇌물), 부정처사 후 수뢰, 부패방지법 위반, 증거인멸교사 등의 혐의로 정진상 실장에 대해 구속영장을 청구했다고 밝혔다.
검찰은 앞선 소환 조사에서 인적·물적 증거를 제시했음에도 정진상 실장이 혐의를 완전히 부인하자, 증거 인멸 또는 도주의 염려가 있다고 판단한 것으로 보인다.
검찰 조사결과에 따르면 정진상 실장은 2013년 7월부터 2017년 3월까지 성남도시개발공사 관련 직무상 알게 된 비밀을 이용해 위례신도시 개발 사업 선정 과정에서 남욱 변호사 등 특정 민간업자들이 선정되도록 했다. 또한 호반건설이 시공을 맡도록 해 개발수익 210억원 상당을 취득하게 한 혐의를 받고 있다.
이어 2013년 2월부터 2020년 10월까지 유동규 전 성남도개공 기획본부장으로부터 각종 사업 추진 편의를 제공한 대가로 6회에 걸쳐 1억4000만원의 뇌물을 수수한 혐의도 있다.
2015년 2월 유동규 전 본부장, 김용 민주연구원 부원장과 함께 대장동 개발사업의 사업자로 선정되게 해주는 대가로 화천대유자산관리 실소유주인 김만배씨의 천화동인1호 지분(49%)의 절반인 24.5%를 약속 받았다는 혐의도 받고 있다. 이를 액수로 환산하면 총 700억원이며 각종 비용을 공제해도 428억여원 수준이다.
검찰은 또한 정진상 실장이 대장동 배임 혐의로 압수수색을 받던 유동규 전 본부장에게 '휴대폰을 버리라'는 지시도 했다며 증거인멸교사 혐의도 추가했다.
한편 정진상 실장 측 변호인은 지난 15일 검찰 조사에 대해 "구체적으로 다 답했다"면서 "(검찰 조사 내용이) 너무 터무니 없다"고 혐의를 완강히 부인했다.

The prosecution has requested a preliminary arrest warrant for Chung Jin-sang, head of the policy coordination office of the Democratic Party of Korea, who is classified as the closest aide to the Democratic Party of Korea leader Lee Jae-myung.
The Seoul Central District Prosecutors' Office said on the 16th that it has sought an arrest warrant for Jeong Jin-sang on charges of violating the law on aggravated punishment for certain crimes, bribery after fraud, violation of the anti-corruption law, and teachers destroying evidence.
The prosecution seems to have judged that there is a concern about destroying evidence or fleeing after Jeong Jin-sang completely denied the allegations even though he presented human and material evidence in the previous summons.
According to the prosecution's investigation results, Jeong Jin-sang used the secrets he learned about Seongnam Urban Development Corporation from July 2013 to March 2017 to select certain private companies, including lawyer Nam Wook, in the process of selecting Wirye New Town development projects. It is also suspected of having Hoban Construction take charge of construction and acquisition of 21 billion won worth of development profits.
He is also suspected of receiving 140 million won in bribes six times from Yoo Dong-kyu, former head of the Seongnam Provincial Open Planning Division, from February 2013 to October 2020.
In February 2015, Yoo Dong-kyu, former head of the headquarters, and Kim Yong-yong, vice president of the Korea Institute for Democracy, were also accused of receiving 24.5 percent of the first stake (49 percent) of Hwacheon Daeyu Asset Man-bae, the real owner of Hwacheon Daejang-dong. The total amount is 70 billion won, which is about 42.8 billion won even if various expenses are deducted.
The prosecution also added charges of destroying evidence, saying that Jeong Jin-sang ordered former head of the headquarters Yoo Dong-kyu, who was under seizure and search for breach of trust in Daejang-dong, to "throw away his cell phone."
Meanwhile, Jeong Jin-sang's lawyer flatly denied the allegations on the 15th, saying, "I answered everything in detail," adding, "The details of the prosecution's investigation are too absurd."
