세종시교육청의 교육금고 업무수행을 NH농협은행(이하 농협)이 맞기로 한 가운데 농협은 29일 교육금고 약정식을 체결하고 본격 업무에 들어갔다.
세종시교육청은 지난 9월 세종특별자치시교육청 금고 지정 및 운영 규칙을 개정하고 교육금고 지정을 위한 일반경쟁입찰을 실시했으나 금고선정 절차에 부합하면서 10월 재공고를 실시해 NH농협은행 세종영업본부만 단독 응찰하면서 11월 2일 금고지정심의위원회의 적격성 평가 심의를 거쳐 NH농협은행 세종영업본부를 교육금고로 지정했다.
세종시교육청 교육금고로 선정돼 금고협약을 체결한 농협은 2023년부터 2026년까지 4년간 세종시교육청 교육비특별회계 및 기금 등 모든 자금을 운용·관리하고, 세입·세출금의 수납 및 지급, 운용자금의 예치 및 관리 등 교육금고 업무를 담당하게 된다.
한편 세종시교육청이 NH농협은행 세종영업본부로부터 향후 4년간 협력사업으로 연간 2억 2천 5백만 원씩 총 9억 원을 지원받을 예정이라는 사실이 공개되면서 교육금고 선정에 대한 씁쓸한 뒷맛을 남겼다.
이 같은 뒷 말이 나오는 배경에는 말은 공개경쟁이라고는 하나 기득권을 가지고 있는 농협의 아성을 뛰어넘을 수 있는 금융기관이 일찍이 경쟁을 포기하면서 사실상 단독 응찰해 교육금고에 선정된 것이다.
