상병헌 세종시의회 의장은 10일 대통령 세종집무실 설치 이행과 국회 이전 추진에 모든 역량을 집중하겠다고 밝혔다.
상병헌 의장은 이날 의회청사 대회의실에서 신년 간담회를 갖고 새해 의회 운영 방향에 대해 발표했다.
간담회에 앞서 상 의장은 ‘지방분권 및 지방의회 독립성 강화를 위한 제도 개선 방안 연구용역’의 취지와 개요, 주요 내용을 설명했다.
상 의장은 이날 연구용역 내용 중 용역을 통해 새롭게 도출한 7개 개선방안을 중심으로 연구용역 결과와 분석 내용을 공개했다.
이날 언급된 7개 개선방안으로는 ▲의장 정책보좌인력제 도입 ▲의장 자문기구 설치 운용 ▲단체장의 재의요구 요건 강화 ▲의장·부의장 불신임 요건 강화 ▲보수체계 및 의정비심의회 운영 주체 변경 ▲감사위원회의 의회 이관 및 의회 자체감사기구 설치 ▲의원 공약이행 추진 기구 설치 등이다.
상 의장은 “지방의회가 정책보좌 인력을 활용한 전문적인 분석과 평가 등을 통해 집행부에 대한 견제와 감시는 물론 대안까지 제시하는 등 의회의 주요 기능을 강화해야 할 필요가 있다”면서 “지방의회가 집행부를 제대로 견제·감시할 수 있는 제도적 기반이 뒷받침되어야 한다”고 역설했다.
또 “지방의원이 주민 삶의 질 향상을 위해 주민과 약속한 공약을 이행하고 점검하는 것은 당연한 의무이자 책임으로 의회사무처 내에 공약 이행 추진기구를 구성 및 운영할 수 있도록 법적 근거 마련 등을 위해 대한민국시도의회의장협의회 차원에서 적극 요구하고 대응해 나갈 계획”이라고 강조했다.
세종시의회는 이번 연구용역 결과를 대한민국시도의회의장협의회 등을 통해 정부나 국회 등 건의 자료로 활용하고 지방의회별 내부 자료로 활용될 수 있도록 관계 부처와 전국 광역·기초의회에 배부할 예정이다.
이어 열린 간담회에서 상 의장은 법무부 등 수도권 잔류 중앙행정기관의 세종 이전과 국회 타운 및 디지털미디어단지 조성, 세종법원 설치 등을 구체화하기 위해 지속적으로 노력하겠다고말했다.
특히 상 의장은 우량기업 유치를 위한 일자리 창출과 우수 대학 유치를 통한 지역 인재 확보 등을 기반으로 정주 인구 확대에 최선을 다하겠다는 의지를 피력했다.
이를 위해 규제 개혁 등 제도적 개선이 필요한 부분에 대해서는 중앙부처 등 관계 기관에 적극 건의하고 개선해 나가겠다는 강한 의지를 보였다.
상 의장은 “민선 4기 최민호 세종시장이 추진하려는 경제자유규역 지정과 글로벌 창업 빌리지 조성 등 자족 기능 확충 정책에 대해서도 면밀히 검토해서 견제와 균형의 역할을 다하겠다"며, "KTX 세종역 설치와 충청권 메가시티 건설, 2027 세계대학경기대회 성공적 개최 등에 대해서도 역량을 집중하겠다”고 했다.
지방자치 발전과 지방의회 독립성 강화를 위한 대응 방향과 관련해 조례 제정권의 한계와 지방의회 조직권과 예산편성권 부재 등 현행 제도적 문제점을 언급하고 지방의회법 제정 및 시행과 지방 의정연수원 설립, 의정비 현실화 등을 대안으로 제시했다.
상 의장은 ‘일 잘하는 의회상 정립’과 의회 위상 강화방안으로 ▲타 기관과 교류 및 연수 확대·강화 ▲직무 역량 강화 프로그램 정례화 ▲연구모임과 특별위원회 활동 활성화 ▲다양한 분야의 주체들과 정책간담회 확대 등을 거론했다.
의회사무처 직원 역량 강화를 위해 ▲타 시도의회 우수사례 벤치마킹에 필요한 선진지 견학 장려 ▲일 잘하는 직원이 정당한 평가를 받을 수 있는 평가 체계 구축 ▲성과 창출 직원에 대한 해외 정책연수 기회 우선 부여를 포함한 인센티브 제공 등 기반 여건을 조성하기로 했다.
