알렉스 헤일리(Alex Haley, 1921~1992)는 미국의 흑인 소설가이다. 소설 《뿌리》(1976)로 퓰리처상, 미국도서특별상을 수상한 작가이다. 그는 흑인의 뿌리를 밝히는 소설을 썼다. 아프리카 출신의 흑인들이 노예로 팔리면서 흑인의 인구 이동이 이뤄졌음을 밝혔다.
우리나라의 역사를 보아도 인구 이동이 잦았다. 전쟁이 자주 발생했고, 기근 등의 이유로 인구의 이동이 있어왔다. 현대사회에서는 거주 이전의 자유가 있어, 그 누구이든지 자유롭게 사는 곳을 옮길 수 있다. 경상도 사람이 전라도로 이주할 수 있고, 전라도 사람이 경상도로 이주해서 살 수도 있다.
극한적인 영호남 간의 지역감정이 생성된 것은 장군 출신이었던 박정희-전두환으로 이어지는 군부(軍府)-군사(軍事)정권 때라고 분석할 수 있다. 이러한 영호남 간의 지역감정은 여전히 살아서 꿈틀대고 있다. 이 감정은 선거 때마다 극단적으로 표출돼왔다.

필자의 생각으로는 만약 전라도 출신 김대중이 집권(1998.2.25.-2003.2.25.)하지 못했다면, 전라도 사람들의 정치적인 한(恨)은 더 쌓여서 태산을 이뤘을 것이라는데 방점을 찍는다. 김대중의 5년집권은 전라도 사람들의 한풀이에 아주 유용했다. 당시 지역차별은 전라도 사람들을 괴롭히는 악령적(惡靈的)인 존재였다. 공무원-군인 사회의 전라도 차별은 극심했었다. 만약, 김대중이 집권하지 않았다면? 영호남 간의 지역감정은 폭발상황으로 이어졌을 것이다.
지난 3월3일 저녁, 한화갑 전 민주당 대표와 저녁을 함께 했다. 이 자리에서 전직 대통령 선조들의 고향 이동(移動)이 화제로 올랐다. 아래는 한화갑 전 대표의 말이다.
“노무현 전 대통령 부모들의 고향은 전남 강진임을 확인했다. 그 가족들의 호적을 누가 가져와서 본 적이 있었다. 김영삼-전두환 두 전 대통령 선조들의 고향은 전북 부안이다. 김대중 전 대통령은 김해김씨이니, 선조들을 따라서 올라가다 보면, 경남 김해가 고향일 것이다. 나는 전남 신안에서 태어났지만, 청주 한씨이다. 내 선조들의 고향은 충북 청주이다. 그런데, 우리나라에서는 정치가 지역감정을 교묘하게 이용했다.”
선조들이 살았던 고향의 뿌리를 따라 올라가면? 전라도의 피가 흐르는 전 대통령들은 전두환, 김영삼, 김대중, 노무현 등 4명이나 된다. 이 가운데 전라도 출신인 김대중 전 대통령은 당시 자신의 후계자가 누가 되는지에 대해 많은 고민을 했을 법하다. 결과적으로 보면, 김대중의 후계자는 부산출신인 노무현 전 대통령이었다.

전라도 출신 김대중의 후계자 감으로 가장 부상됐던 인물은 한화갑 전 민주당 대표라고 말할 수 있다.
당시 신안군 출신인 한화갑은 민주당 대통령 후보 당내 경선에 참여, 제주도에서 1위(경선일=2002년 3월9일)를 차지했었다. 그러나 고향인 전라도 광주 경선에서 부산출신인 노무현에게 밀리는 이변(異變)이 일어났다.
당시의 정치 상황을 깊이 들여다보면, DJP(김대중+김종필 연합)로 당선됐던 김대중은 한화갑 같은 전라도 출신 정치인을 후계자를 내세웠을 때 집권이 불가능할 수도 있다는 내부 정보보고에 무게를 실었던 것으로 파악된다.
전라도+부산 연합 구도로 후계자를 옹립, 즉 부산출신 노무현 후보를 대통령 후보로 밀었다는 말이다. 이 게, 전라도 출신 한화갑 후보가 동교동의 전폭지지를 받지 못한 이유였던 셈이다.

지역감정이 서울대를 졸업한 출중한 정치 인재인, 전라도 출신 한화갑의 대통령 자리를 빼앗아갔다고 해도 과언이 아니다. 이는 필자의 주장이다. 한화갑은 지역감정의 큰 피해자로 남아 있다.
지역감정이란 허깨비(기-氣가 허하여 착각이 일어나, 없는데 있는 것처럼, 또는 다른 것처럼 보이는 물체) 같은 게 아닐까? 한국인들은 지금도 지역감정이라는 허깨비에 사로잡혀 살고 있다? moonilsuk@naver.com

Alex Haley (1921-1992) was an American black novelist. He is a writer who won the Pulitzer Prize and the American Book Special Prize for his novel 《Roots》 (1976). He wrote a novel revealing his black roots. He revealed that the migration of blacks was accomplished as blacks from Africa were sold into slavery.
Even in the history of Korea, population movements have been frequent. Wars have occurred frequently, and there have been population movements due to famine and other reasons. In modern society, there is freedom of residence, and anyone can freely move where they live. Gyeongsang-do people can move to Jeolla-do, and Jeolla-do people can move to Gyeongsang-do and live there.
It can be analyzed that the extreme regional feeling between Yeongnam and Honam was created during the military-military regime leading to former generals Park Chung-hee and Chun Doo-hwan. These regional feelings between Yeongnam and Honam are still alive and wriggling. This sentiment has been expressed to an extreme every election.
In my opinion, if Kim Dae-jung from Jeolla-do had not been in power (February 25, 1998-February 25, 2003), the political resentment of the people of Jeolla-do would have accumulated and reached a mountain. Kim Dae-jung's five-year rule was very useful for the people of Jeolla-do. At the time, regional discrimination was an evil spirit that harassed the people of Jeolla-do. Discrimination in the civil servant-military society in Jeolla-do was extreme. What if Kim Dae-jung had not come to power? Regional feelings between Yeongnam and Honam would have led to an explosive situation.
On the evening of March 3, I had dinner with former Democratic Party leader Han Hwa-gap. At this meeting, the movement of the ancestors of former presidents to their hometowns became a hot topic. Below are the words of former CEO Han Hwa-gap.
“We confirmed that former President Roh Moo-hyun’s parents’ hometown is Gangjin, South Jeolla Province. I had seen the family registers brought by someone. The hometowns of the ancestors of the two former presidents, Kim Young-sam and Chun Doo-hwan, are Buan, North Jeolla Province. Former President Kim Dae-jung was from the Gimhae Kim family, so following his ancestors, Gimhae, Gyeongsangnam-do would be his hometown. I was born in Sinan, Jeollanam-do, but I am Cheongju Han. The hometown of my ancestors is Cheongju, Chungcheongbuk-do. By the way, in our country, politics cleverly used regional feelings.”
What if we follow the roots of our ancestors’ hometown? There are four former presidents with Jeolla-do blood: Chun Doo-hwan, Kim Young-sam, Kim Dae-jung, and Roh Moo-hyun. Among them, former President Kim Dae-jung, who was born in Jeolla-do, must have thought a lot about who his successor would be. As a result, Kim Dae-jung's successor was former President Roh Moo-hyun, who was born in Busan.
It can be said that Han Hwa-gap, former leader of the Democratic Party, was the person who emerged the most as the successor to Kim Dae-jung from Jeolla-do. At that time, Han Hwa-gap participated in the primary for the Democratic Party's presidential candidate and won first place in Jeju Island. However, in the primary in Gwangju, a strange change occurred, losing to Roh Moo-hyun, a native of Busan. Looking deeply into the political situation at the time, it is understood that Kim Dae-jung, who was elected as the DJP (Kim Dae-jung + Kim Jong-pil coalition), put weight on internal information reporting that he might not be able to take office when he put forward a politician from Jeolla-do like Han Hwa-gap as his successor. In other words, he pushed candidate Roh Moo-hyun, who was born in Busan, into the presidential candidate through the Jeolla-do + Busan alliance structure. This is the reason why candidate Han Hwa-gap from Jeolla-do did not receive full support from Donggyo-dong. It is no exaggeration to say that regional sentiment took away the presidency of Jeolla-do native Han Hwa-gap, a prominent political talent who graduated from Seoul National University. This is my argument. Han Hwa-gap remains a big victim of local sentiment.
