윤석열 행정부 10개월. 대통령의 지지도가 지지부진이다. 과거, 1997년 IMF 폭탄을 맞았던 김영삼 행정부 말기의 지지도와 비슷한, 참담한 지지도를 보이고 있다. 매 주말이면, 서울 광화문-서울역-용산 일대가 무정부 상태이다. 시끌시끌, 전장(戰場) 같다. 온갖 구호가 난무한다.
폴리뉴스는 4월2일자 “20%대 추락 위기 윤석열 대통령, 호남·TK·PK 동서 횡단, 민심 회복 총력”이라는 제목의 기사에서 “한일정상회담 후 '대일외교 리스크'로 인해 윤석열 대통령의 지지율이 계속 하락세가 멈추지 않고 있어 여권에 비상이 걸렸다. 한국갤럽이 지난달 28일~30일 조사에 의하면, 윤 대통령의 지지율이 30%로 한 주 전 조사보다 4%p 하락했다. 부정평가는 60%로 2%p 상승했다. 부정평가 이유 1,2위가 외교 21%, 일본 강제동원 배상문제 20%로 대일외교가 무려 41%에 달해 한일외교 리스크의 심각성을 보여주고 있다”면서 “여기서 하락세가 멈추지 않는다면 윤석열 대통령 지지율이 20%대로 추락할 위기의 상황이다. 총선을 앞둔 여권의 최대 과제는 민심 회복”이라고, 우려를 표했다. 이 매체의 보도는 윤석열 대통령이 집권을 시작하진 10개월간의 성적표랄 수 있다.
대통령의 업무 지지율이 20%라면, 과거 정권의 경우 대통령이 임기를 마쳐가는 말기 말의 지지율에 해당한다. 윤석열 정권이 성공하려면, 지름길을 택한 쇄신-혁신이 필요한 듯하다. 집권 초 내각 구성을 할 때 소란스러웠다. 국회를 야당이 장악하고 있어, 국무위원 국회검증 때 난항을 겪어서이다. 그럼에도 불구, 혁신(革新)을 선택해야할, 기로(岐路)에 놓인 듯하다.
정치란, 젊은이들이 즐겨먹는 피자에 비교할 수 있다. 지지율 판도(版圖)가 커야만 한다. 피자에 비유하면, 피자의 절반 크기 이상을 차지해야만 한다. 그래야 정치안정이 보장된다. 여당은 윤석열 대통령의 지지율이 20%대라며, 걱정을 한다. 야당은 대통령의 낮은 지지율을 근거로 얕잡아본다.
이를 탈피할 특단의 대책이 마련돼야 한다. 아니면 오리가 걸을 때 그 궁둥이처럼 정권이 비틀거린다. 비틀거리게 되면, 정치-사회불안이 뒤따른다.
이제 윤석열 정부는 거국내각(擧國內閣. 거국내각이란?=여당과 야당이 함께 내각에 참여해 초당적으로 정부를 운영하는 내각 형태. 중립내각(中立內閣)이라고도 한다.)의 구성을 생각해 볼 때를 맞았다. 지난 10개월 간 여당과 행정부는 윤석열 대통령의 낮은 지지율 탈출을 위해 모든 노력을 했을 것이다. 그래도 허사, 무위였다.
그러하니 특단의 대책이 나와야만 한다. 피자의 절반 이상, 즉 많은 부분을 차지하는 대책을 내놔야만 한다. 이의 탈출 대안 가운데 연정(聯政)만이 가능함을 주장한다. 거칠게 분화(分化)돼 있는 이념을 하나로 모아가는 거국내각의 구성이 필요하다고 주장한다. 크게는 오랜 지역 간 감정으로 대립돼 있는 영호남 정치세력 간의 연합, 같은 나라에서 서로 적대시 해온 보수-진보 간의 연합, 박정희+전두환+김영삼+김종필+김대중+노무현+이명박+박근혜+문재인 등, 사회 속의 여러 세력 간 대(大) 연합(聯合)이 필요하다.
윤석열 대통령은 최근 지방을 방문했다. 폴리 뉴스는 앞에서 인용했던 기사에서 “윤석열 대통령은 3월 31일, 4월 1일 양일간 경남 통영, 전남 순천, 대구 등지를 방문하는 동서횡단 강행군 일정을 소화했다.”고 전하고 있다. 윤석열 대통령은 순천만 국제 정원 박람회 개막식에 참석했다. 이 자리에서 “호남의 발전이 대한민국의 발전에 핵심 거점이 되도록 제대로 챙기겠다”고 약속했다. 피자의 크기를 늘리는 식의 행동인 것. 민심을 끌어당기는 행보를 지속하고 있는 셈이다.
정치가 다소 소란해지더라도 쇄신된 내각을 구성, 새 출발하는 게 옳다고 본다. 성경도 말했다. 새 술은 새 부대에 담아야 한다고. 온 나라에 살고 있는 출중한 인재들을 모아, 21세기-첨단시대, 인공지능 시대에서도 중흥(中興)하는 한국을 만들어갔으면 한다.
윈스턴 처칠(winston churchill. 1874-1965)은 2차 대전 때 영국의 총리(1940-1945)로서 영국을 승리로 이끈 정치 지도자였다. 그는 전쟁에서 승리한 이후, 또다시 총리(1951-1955)로 재기용 됐다. 고령인 77세부터 81세까지 총리를 맡아 영국을 안정시키는데 기여했었다. 윤석열 행정부도 전후 영국의 정치를 벤치마킹할 수도 있다. 이 시대가 고령시대임을 감안, 노련하고 지혜가 많은 '고령(高齡) 정치인'을 새로운 총리로 기용할 수도 있을 것이다. moonilsuk@navver.com

It is also called a neutral cabinet.) Over the past 10 months, the ruling party and the administration would have made every effort to escape President Yoon Seok-yeol's low approval rating. Still, it was in vain, in vain. Therefore, special measures must be taken. We have to come up with a countermeasure that takes up more than half of the pizza, that is, a large part. Among the alternatives to escape, they argue that only coalition government is possible. It is argued that the formation of a national cabinet that brings together roughly divided ideologies is necessary. Winston Churchill (1874-1965) was a political leader who led Britain to victory as Prime Minister (1940-1945) of Britain during World War II. After winning the war, he was reappointed again as Prime Minister (1951-1955). From the age of 77 to 81, his advanced age, he served as Prime Minister and contributed to the stability of Britain. The Yoon Seok-yeol administration can also benchmark British politics after the war.
