군에 따르면 이번 조치를 위해 영덕군은 조례를 개정해 소상공인 특례보증 한도를 2,000만원에서 3,000만원으로 증액하고, 이차보전 이자율을 2%에서 4%까지 확대 보전하기로 했다.
이차보전이란 정부나 지자체가 기업 또는 가게에 자금을 지원할 때 지원자금의 조달금리와 대출금리의 차이가 발생할 경우 이를 보전해주는 것을 일컫는다.
또한 영덕군은 행안부 공모사업으로 경북신용보증재단에 이미 출연한 1억 2,800만원에 이어 1억원을 추가로 출연해 특례보증 대출 규모를 확대함으로써 코로나19 여파에 이어 고금리·고물가·고환율로 고통받는 소상인들의 부담을 줄일 예정이다.
해당 지원사업은 출연금이 소진될 때까지 진행되며, 최대 3,000만원 범위 내에서 특례보증 대출을 받을 수 있다.
김광열 영덕군수는 “특례보증 한도 증액과 이차보전 이자율 상향 지원을 통해 소상공인들이 높은 이자나 사채로 인해 고통받는 일이 줄어들길 바란다”며, “장기적으로 경제 활성화 정책을 시행하고 단기적으론 자금조달이 급한 소상공인을 지원함으로써 지역의 경제 생태계가 안정적인 성장을 할 수 있도록 최선을 다하겠다”고 밝혔다.
