브레이크뉴스 정명훈 기자= 최근 미국 국방부에서 유출된 기밀문건에 한국 등 동맹국에 대해서도 도청 및 감청한 정황이 담겨 있어 파장이 커지고 있다.
8일(현지시간) 뉴욕타임스(NYT) 보도에 따르면 이번에 유출된 문건은 조 바이든 미 행정부에서 작성된 기밀 문서로, 대부분 우크라이나 전쟁 관련 내용들이 담겨 있었다.
문서에는 미국 정보기관끼리만 공유(Secret/NoForn)하라고 적시돼 있으며 일부 문서는 '1급 기밀'까지 포함돼 있었다.
유출 문건의 분량은 약 100여쪽에 달하는 것으로 전해졌으며 국가정보국(NSA), 중앙정보국(CIA), 국방정보국(DIA), 국가정찰국(NRO) 등 거의 모든 미국 정보기관의 정보 활동이 담겼다.
특히 이 중에는 한국 대통령실 외교안보 고위 관계자들을 도청, 감청한 정황도 담겨 있었다.
김성한 전 대통령실 국가안보실장과 이문희 전 외교비서관의 대화 내용이 담긴 문서가 존재했는데, 우크라이나에 살상 무기를 지원해달라는 미국 요구에 살상무기를 지원하지 않는다는 정부 방침 사이에서 고심하는 내용이었다.
NYT는 이문희 전 비서관이 김성한 전 실장에게 "한국이 미국의 탄약 (지원) 요청에 응했을 때 미국이 최종 사용자(end user)가 되지 않을 것을 걱정해야 하는 난처한 상황에 빠질 수 있다"면서 "한국이 이 문제에 대한 명확한 입장을 갖고 있지 않은 상태에서 국가 원수들 간에 통화할 준비도 돼 있지 않다. (전쟁 국가에) 살상 무기를 지원하지 않는 정책을 위반할 수는 없기 때문에 공식적으로 이 정책을 바꾸는 것이 유일한 선택지가 될 것"이라고 건의했다.
김 전 실장은 "미국의 목표는 우크라이나에 탄약을 빨리 공급하는 것"이라며 폴란드에 155㎜ 포탄 33만발을 수출할 가능성을 제시했다고 문건엔 나와 있다.
이에 이 전 비서관은 폴란드가 최종 사용자로 불리는 것에 동의하면서도 폴란드가 이 포탄으로 무엇을 할 것인지는 검증할 필요가 있다고 했다.
이 문건에 대해 NYT는 "지난해 말 한국이 미국의 (탄약) 비축량을 보충하는 것을 돕기 위해 포탄을 판매하기로 동의했다는 보도가 나왔을 때, 한국은 최종 사용자가 미군이어야 한다고 강조했지만 내부적으론 탄약이 우크라이나로 가게 될 것을 우려했다"며 "한국과 관련된 문서는 미국의 핵심 동맹국이 우크라이나에 탄약을 지원해 달라는 미국의 압력과 전쟁 국가에 살상 무기를 공급하지 않는다는 공식적인 정책 사이에서 갈등하고 있음을 보여준다"고 설명했다.
또한 유출 문건에는 한국 외에 이스라엘, 영국 등의 내부 정보도 있었는데, 이는 미국이 동맹국들에 대해서도 광범위하게 첩보 활동을 해왔음을 보여준다.
3월 1일자로 작성된 문서에선 이스라엘 첩보 기관 '모사드'의 고위 지도자들이 지난 2월 모사드 직원들과 시민들에게 베냐민 네타냐후 총리의 이른바 '사법개혁안'에 반대하는 반정부 시위 참여를 독려했다는 내용이 담겨 있었다. 이스라엘 정부는 9일 성명을 내고 사실무근이라며 부인했다.
한편 유출 문건에는 러시아군의 공격 시기와 구체적 목표까지 매일 실시간으로 전달받은 정황이 담겼다. 미국이 러시아의 전쟁 계획은 물론 전쟁 수행 능력까지 상세하게 파악하고 있는 것이 확인된 것이다.
또한 미국은 우크라이나도 감시하고 있었음을 시사하는 내용도 존재했다. 우크라이나군의 대반격 계획이 세세하게 담겨 있었고, 서방의 무기가 언제 도착해 어떤 부대에 배치되는지 까지도 자세히 적시돼 있었다.
이에 우크라이나 정부는 성명을 통해 "우크라이나군의 계획과 관련한 정보 유출을 방지하기 위한 방안을 논의하겠다"고 밝혔다.
