대한민국 안에는 도도히 흐르고 있는 확실한 4가지의 신(新)기류가 있다. 필자의 이 글은 수필적인 기록이다.
1.대한민국, 이념이 탈색(脫色)되고 실용이 자리를 잡았다!
대한민국의 경제력이 세계 10대 강국으로 편입되면서 사회 내부에서 중요한 변화가 일어났다. 이념 편향에서 탈피, 실용주의(實用主義) 사회로 이전 됐다. 경제력 향상이 강한 자신감으로 표출됐다. 가난한 북한을 무서워하지 않게 됐다. 극단적인 이념 대결을 벗어난 것이다.
국제사회 속에서 남북한은 어떤 존재인가? 남한과 북한은 유엔동시 가입국의 지위(地位)다. 남북한은 지난 1991년 9월 18일 열린 제46차 유엔 총회에서 동시에 유엔에 가입했었다. 국제적인 지위는 두 개의 별개 국가라는 사실이다. 그런 만큼, 남한 내부의 사회노선은 북한에 대한 인식에서 적대적인 감정, 또는 이념으로 대결하는 차원을 벗어났다.
대한민국 사회, 실용주의 사회로 변환 됐다. “누가 더 잘 사느냐?”가, 남북체제 경쟁의 승리 조건으로 바뀌었다. 북한이 핵무기로 위협을 해도 사재기를 하지 않는 평온한 국가로 바뀌었다.
2. 한국은 외교적인 주권을 가진 국가 균형외교로 가야한다!
한국에 있어 미일중러(미국-일본-중국-러시아)는 정세에 큰 영향을 입을 수밖에 없는 주변의 4대 강국(强國)으로 분류돼 왔다. 근년들어 미국-중국 간의 G1 패권다툼에 따른 갈등이 지속됐다. 미국과 중국은 대한민국과 외교관계를 맺고 있는 주요 국가이다. 이런 현상(現狀) 속에서 “만약 미국과 중국이 전쟁을 한다면? 대한민국은 어느 국가의 편을 들 것인가?“라고 물었다고 치자. 그 답은 어떻게 나올까?
이제는 무조건 미국 편만을 들자는 세상이 아니다. 미국과 중국이 전쟁으로 가지 않도록 하는 균형 외교가 필요하다는 시각이 생겨났다. 미국에도 지우치지 않고, 중국에도 치우치지 않는, 균형 잡힌 외교국가 노선이 사회적인 공론(公論)으로 자리를 잡아가고 있다. 윤석열 정권이 친미(親美)로 기운다고 할 때, 여론은 균형잡힌 외교를 선택하는 경향이었다.
3. 영호남 지역갈등이 완화되어 이제는 창조적인 에너지로 바뀌었다!
박정희-전두환 군사독재 시대를 거치면서 정치적으로 영호남 간의 갈등(葛藤)이 극대화됐다. 그러다 호남출신 김대중 정권이 5년 간(1998.2-2003.2) 집권한 이후 한국 사회의 지역감정은 완화되어 갔다. 국내에서 호남이 탄압을 받고 있다고 생각할 때, 해외에서는 호남향우회 조직이 번성했다. 이제 이 호남향우회라는 단체는 대한민국을 옹호하는 국익세력으로 바뀌었다.
극에 달했던 그 간의 영호남 지역감정은 많이 약화됐다. 과거처럼 핏대 올리며 싸우지를 않는다.
4.대한민국은 이제 세계 속의 문화 강국(强國)으로 간다!
국제사회는 급속하게 인터넷 세상으로 변환됐다. 이런 기류 속에서 대한민국은 인터넷 선진국가가 됐다. 대한민국은 국토가 작은 국가이다. 이 때문이 전국적으로 빠르게 인터넷 망(網)이 깔아졌다. 그래서 어디에 가든지 빠른, 인터넷 소통국가로 바뀌었다. 해외여행을 해본 이들은 한국 인터넷 망이 얼마나 선진화 됐는지를 실감한다. 산에 올라가도, 섬에 가도, 인터넷 소통이 원활하다. 인터넷 선진 국가란, 첨단 선진 문화국가를 의미한다.
대한민국, 이제부터는 세계 속의 문화 강국(强國)으로 진보-진화해 간다.
필자는 최근 대한민국의 사회 속에서 일어나고 있는 큰 변화를, 위의 4가지로 요약해 봤다. 그간 우리나라의 현대사를 보면, 보수-진보가 교차집권을 해왔다. 우(右) 편향, 좌(左)편향의 시대를 살았다. 지난 5월15일 저녁, 조영환 올인방송 대표와 만났다. 이 자리에서 조영환 대표는 “동쪽으로 잘 달린 말은 서쪽으로도 잘 달린다”고 말했다. 경제적으로 크게 성공한 대한민국은 그 과정에서 다른 부면(部面)에서도 크게 성공할 수 있다는, 큰 자신감을 얻은 국가이다. moonilsuk@naver.com
