브레이크뉴스 정명훈 기자= 검찰이 18일 이재명 더불어민주당 대표에 대한 두번째 구속영장을 청구했다.
서울중앙지검 반부패수사1부(부장검사 엄희준)는 이날 특정경제범죄 가중처벌 등에 관한 법률 위반(배임), 위증교사 등 혐의로 이재명 대표에 대한 구속영장을 청구했다고 밝혔다.
검찰은 올해 초 대장동 개발비리 의혹과 성남FC 의혹에 대한 구속영장을 청구한 데 이어 이번엔 쌍방울그룹 대북송금 의혹과 백현동 개발비리 의혹을 추가해 두번째 신병확보에 나선 것이다.
백현동 개발비리 의혹은 이재명 대표 선거대책본부장 출신인 김인섭 전 한국하우징기술 대표가 성남시에 로비를 해 성남도시개발공사가 백현동 사업에서 배제되면서 민간업자가 700억원 대의 배당이익을 챙겼다는 게 주요 골자다.
검찰은 이재명 대표가 정진상 전 당대표실 정무조정실장과 공모해 김인섭씨의 청탁에 따라 당초 공영개발로 가닥이 잡혔던 백현동 사업에서 성남도개공을 배제시킨 뒤 정바울 아시아디벨로퍼 대표가 운영하는 성남알앤디PFV가 단독으로 사업을 진행하게 해준 것으로 보고 있다.
정씨의 사업체가 단독으로 시행해 1356억원 상당의 이익을 올렸고, 김인섭씨는 인허가 및 청탁 알선 명목으로 정바울 대표로부터 77억원 및 5억원 상당의 함바식당 사업권을 수수한 혐의를 받고 있다.
검찰은 성남도개공이 사업에 참여했다면 최소 200억원대의 이익을 올릴 수 있었을 것이라며 이재명 대표에게 200억원의 배임 혐의가 있다고 봤다.
대북송금 의혹은 김성태 쌍방울 전 회장이 지난 2019년 당시 이재명 경기도지사의 방북 비용 등 800만 달러를 대신 북한에 지급했다는 의혹이 주요 골자다. 김성태 전 회장은 도지사 방북비 등을 자신이 내기로 결정할 때, 이화영 전 경기도 평화부지사를 통해 이 대표와 통화했다고 증언한 바 있다.
아울러 2019년 2월 '검사 사칭 사건'과 관련한 공직선거법 위반 혐의로 재판받을 때 김인섭 전 대표의 측근인 부동산개발업자 김모씨에게 연락해 자신에게 유리하게 허위 증언을 요구한 혐의도 적용됐다.
검사 사칭 의혹은 2002년 이재명 대표가 자신의 공천 경쟁자였던 김병량 성남시장을 공격하기 위해 KBS PD와 짜고 검사를 사칭해 김 시장과 통화한 사건이다. 이 대표는 당시 벌금 150만원을 선고받았으나 2018년 경기도지사 선거 당시 누명을 쓴 것이라고 주장해 허위사실 공표 혐의로 기소됐다.
한편 이재명 대표는 불체포특권을 가진 현직 국회의원이어서 체포동의안이 국회 본회의를 통과해야 한다.
