“(사)하늘문화세계평화광복(대표 이만희·이하 HWPL)은 9월19일자 보도자료에서 ”HWPL은 18일 오후 그랜드 하얏트 인천 웨스트 타워 그랜드볼룸에서 HWPL 9·18 평화만국회의 제9주년 기념식에 메인 행사 중 하나인 ‘2023 HWPL 지구촌 평화 지도자 콘퍼런스’를개최했다“고 밝혔다. 이 자료에서 ”이 HWPL 9·18 평화만국회의 제9주년 기념식의 전체를 관통하는 주제인 ‘제도적 평화를 위한 다각적 전략 실행’을 위해 이번 콘퍼런스에 800여 명이 모였다. 전현직 국가원수 및 장관급 지도자 40명과 정치, 교육, 문화, 여성 등 각계각층의 대표들이 참석했다“고 덧붙였다.
이만희 대표는 기념사에서 “(나는) 전쟁의 참혹함을 직접 보고 겪었다”며 “때문에 남은 일생, 평화 위해 일하겠다고 다짐했다. 지구촌을 31바퀴 돌며 각국 지도자를 만나 평화를 함께 이루자고 호소해 왔다”고 강조했다. 이어 “사랑한다고 천 번 만 번 말하는 것보다 한 번의 실천이 더 귀하다”며 “후대에게만은 전쟁 없는 평화의 세계 물려주자는 마음으로 함께 일해주시기를 부탁한다”고 거듭 했다.
기념사 후에는 유네스코 콩고민주공화국 국가위원회, 말라위 국가 교육부 등 18개 부처와 HWPL의 MOU 체결식이 거행됐다.
에밀 콘스탄티네스쿠 루마니아 전 대통령은 축사를 통해 “서울에서 세계평화 걷기운동에 참여하는 수많은 청년을 보고, 평화로운 미래를 건설하고자 하는 진지한 열망을 확인했다”며 “HWPL은 청년 및 여성 단체와 평화 증진을 위해 긴밀하게 활동하고 있다. 이들 단체의 급속한 확장을 통해 평화 실현의 타당성이 확인됐다”고 단언했다.
아홋 이브라힘 알 하즈 방사모로 자치구 수석장관도 축사를 통해 “올해 초 32차 평화순방으로 방사모로를 다시 찾은 이 대표와 지구촌 전쟁종식 평화 선언문(DPCW)에 함께 서명했다”고 소개했다.
이어 그는 “매년 1월 24일은 HWPL 평화의 날로 선포하고 행사를 진행하고 있다”고 덧붙였다.
또 “(방사모로는) HWPL의 모든 활동에 함께 하고자 한다. 여기 모인 지도자들도 평화와 선의를 위해 HWPL과 함께 헌신해서 새로운 역사를 써내려가자”고 주창해 뜨거운 박수를 받았다.
우크라이나의 폴타바 주립 의과 대학교의 전문 의학 및 약학 전문대학 나탈리야 구첸코 총장은 세계를 충격에 빠트린 러-우 전쟁과 관련, 평화 교육의 중요성을 주제로 발제했다.
나탈리야 구첸코 총장은 전쟁 상황 중에도 소속 대학교에서 HWPL과 함께 평화 교육 과정을 실천했음을 소개해 높은 관심을 받았다. 이에 덧붙여 교육을 통해 ‘평화 제도화’를 앞당길 수 있다고 주장하고, 평화 교육에 관심을 가져야 함을 강조했다.
발제가 끝난 이후에는 참석자들이 세계평화를 위한 다짐서를 낭독하고 서명했다. 한 사람 한 사람이 ‘평화의 사자’로서 자신의 위치에서 실질적인 평화를 이룰 것을 다짐하고 의지를 다졌다.

Former Romanian President Emil Constantinescu said in his congratulatory address, “When I saw so many young people participating in the World Peace Walking Movement in Seoul, I confirmed their sincere desire to build a peaceful future.” He added, “HWPL works with youth and women’s groups to promote peace.” We are working closely to improve it. “The feasibility of realizing peace has been confirmed through the rapid expansion of these organizations,” he asserted.
Ahod Ibrahim Al Haj, Bangsamoro Autonomous Region Chief Minister, also introduced in his congratulatory speech, “I signed the Declaration of Peace and Cessation of War (DPCW) together with Representative Lee, who visited the Bangsamoro again on his 32nd peace tour earlier this year.”
He added, “Every year, January 24th is declared as HWPL Peace Day and events are being held.”
He also said, “(Bangsamoro) wants to participate in all of HWPL’s activities. “Let us also write a new history by dedicating ourselves together with HWPL to peace and good will,” he said, receiving warm applause.
Natalia Guchenko, rector of the College of Specialized Medicine and Pharmacy at Poltava State Medical University in Ukraine, gave a presentation on the importance of peace education in relation to the Russo-Russian war that shocked the world.
President Natalya Gutsenko received a lot of attention by introducing that her university implemented a peace education course with HWPL even during the war situation. In addition, he argued that ‘peace institutionalization’ can be accelerated through education, and emphasized the need to pay attention to peace education.
After the presentation, attendees read and signed a pledge for world peace. Each person pledged and strengthened his will to achieve real peace in his position as a ‘messenger of peace.’
