브레이크뉴스 정명훈 기자= 최근 5년간 방송통신심의위원회의 불법 음란물·성매매 정보와 관련한 시정조치 건수가 ‘페이스북’ 과 ‘인스타그램’ 사업자에서 약 56배 폭증한 것으로 나타났다.
21일 박찬대 더불어민주당 의원이 방송통신심의위원회로부터 제출받은 ‘최근 5년간 사업자별 불법 유해정보 시정조치 건’에 따르면, 페이스북의 음란·성매매 정보는 2019년 8건에서 2023년 346건으로 5년 만에 42배 증가한 것으로 나타났다.
특히 인스타그램의 경우 2019년 24건에 불과했지만 2023년 1473건으로 무려 60배 증가한 것으로 나타났다.
불법 음란·성매매 유해정보의 건 수는 트위터와 구글에서 가장 높게 나타났다. 2023년 전체 삭제 조치 1만8943 건 중 트위터는 1만292건 (54.3%)을 구글은 6814건 (35.9%)을 차지했다.
방송통신위원회 유관기관인 방송통신심의위원회는 사회적 문제를 일으키는 ‘도박·마약·음란·성매매·저작권 침해·불법무기류 등’ 불법 유해정보와 관련하여 모니터링을 시행하고 있으며, 삭제 조치를 통해 불법 정보의 유통을 차단하고 있다.
하지만 유해정보가 계속해서 증가하고 있는 추세 속에 관련 모니터링 예산과 인력은 오히려 축소된 것으로 나타났다.
박찬대 의원실에서 제공한 ‘연도별 통신 모니터 예산 현황’에 따르면 관련 예산은 2019년 10억4000만원에서 2023년 8억7000만원으로 약 16% 삭감됐다.
또, 방심위 모니터링 및 시정조치를 진행하는 모니터 인력은 총 100명에서 72명으로 축소됐는데, 이 중 음란 성매매·불법 촬영과 관련한 팀은 26명에서 25명으로 축소됐다.
이에 대해 박찬대 의원은 "페이스북·인스타그램은 누구나 쉽게 접할 수 있어서, 성매매와 같은 불법 유해정보들이 우리 청소년 아이들에게 노출될 우려가 크다"며 "불법 유해정보의 생산 및 유통 단계를 원천적으로 차단해야 한다"고 강조했다.
이어 그는 "특히 불법유해정보가 해외사업자 플랫폼을 중심으로 꾸준히 증가하고 있어 해외사업자 간의 업무협조를 강화하는 한편, 방송통신심의위의 모니터링 업무와 관련한 제도와 예산 및 인력 개선이 시급한 상황이다"라고 지적했다.
