Dongducheon City is focusing its administrative power on building transportation infrastructure as the biggest issue for realizing a sustainable, self-sufficient city.
Through the Seoul-Yeoncheon Expressway construction project and the Dongducheon extension of the GTX-C route, we have additionally secured a transportation network from Dongducheon to Gangnam, and improved citizen traffic by improving a safer and more convenient transportation system, such as road expansion projects connected to major arterial roads and the creation of parking spaces. The city plans to accelerate the creation of an environment for regional development and population inflow in Dongducheon City by early confirmation of the GTX-C Dongducheon extension project currently in progress and by realizing increased operation of the Gyeongwon Line using shuttle trains.
The GTX-C route is being rapidly promoted with the goal of starting construction in the second half of 2023 and opening in 2028 after signing the implementation agreement last August. The city is promoting the project under the “cost-of-interest” method to open the GTX-C Dongducheon extension section at the same time as the main line.
We have continued to make efforts to promote the project smoothly, including submitting 110,000 signatures containing citizens' wishes, and have recently held several meetings with the Ministry of Land, Infrastructure and Transport and related local governments to coordinate plans for rapid implementation.
In relation to this, Dongducheon City officially proposed the extension of the GTX-C route to Dongducheon to the Ministry of Land, Infrastructure and Transport last month, and the Ministry of Land, Infrastructure and Transport plans to conduct a feasibility verification service based on the results of the preliminary feasibility study conducted by the city to confirm whether the project can be promoted.
Mayor Park Hyeong-deok emphasized, “The GTX-C Dongducheon extension meets the conditions for project implementation by securing economic and financial feasibility as a result of the preliminary feasibility study,” and added, “The GTX-C Dongducheon extension will be carried out through organic cooperation with the Ministry of Land, Infrastructure and Transport and related local governments.” “We will concentrate all administrative power to make the final decision,” he said.
If the GTX-C route is extended to Dongducheon, an era will open where people can travel to major downtown areas in Seoul in less than 30 minutes. As a result, the commuting time of Dongducheon citizens who go to work in Seoul is expected to be dramatically shortened, and urban development is expected to accelerate through population inflow, business attraction, and development of areas near stations.
In particular, the GTX-C route is expected to be able to expand into the Dongducheon city living area not only in major cities in Seoul but also anywhere in the metropolitan area through connection and transfer with various metropolitan area railways, including the GTX-A·B routes that will be opened in the future.
In addition, in order to improve the excessive waiting time on the Gyeongwon Line, the city is collaborating with related local governments (Yangju City, Uijeongbu City, Yeoncheon-gun, etc.) to continuously express the need and rationale for increasing the Gyeongwon Line to the Korea Railroad Corporation starting in November 2022. Mayor Park Hyeong-deok plans to quickly resolve the knotted and clogged road network by expanding railways, building new roads, and reorganizing the bus route system, which are the biggest pending issues and priority tasks.
To this end, the city is promoting the construction of a new Seoul-Yeoncheon Expressway connecting 50.7km from Seoul to Yeoncheon, the northernmost part of Gyeonggi Province, as a pledge in the 8th popular election.
The Seoul-Yeoncheon Expressway, which is also a national task of the government, is a project being promoted to prepare for inter-Korean exchange and cooperation and to achieve balanced regional development in northern Gyeonggi Province. According to the second highway construction plan (2021-2025) announced by the government, it is divided into five axes from north to south. It is known that the road length is 50.7km and the total project cost is 2.8051 trillion won.
Currently, this project is first pursuing a plan to privately build a 21.6km round-trip four-lane highway connecting Eunhyeon IC, the alternative bypass road on National Route 3, through Uijeongbu City to Seoul's eastern arterial road. If the preferred bidder is selected in the future, a implementation agreement will be signed and construction is scheduled to begin in the second half of 2025. Transportation conditions will be significantly improved, including improved accessibility to Seoul, which is expected to serve as a positive factor for attracting companies.

Dongducheon City plans to solve the parking problem by creating a new parking lot. As of the end of August 2023, the number of registered cars in Dongducheon City is 40,429. The average number of cars owned per household is about 0.9, which is not high in simple terms, but that is not how citizens feel. This is because parking demand varies greatly depending on time and place and continues to increase around major living areas.
Accordingly, the city plans to expand three public parking lots by 2027, including the parking lot next to Sea Plaza, the parking lot around Saengyeon-ro, and the parking lot in front of Hwaseong Mansion. In particular, we plan to secure 270 parking spaces through the construction of a parking lot next to SeAH Plaza with a total floor area of 9,908 m2 and 5 floors above ground.
In addition, the city completed and opened the Sangpae-dong large car public parking lot last May. The public parking lot for large vehicles built around 252-2 Sangpae-dong (next to Shinhan University) has a total of 186 spaces, including 139 spaces for cargo, 44 spaces for general use, and 3 spaces for the disabled. It not only resolves parking difficulties for trucks and establishes parking order, but also secures a safe parking space. It is expected to greatly contribute to improving the parking environment.

The city is also working to improve systems to improve transportation convenience for the transportation vulnerable. In January of this year, the Mobility Support Center for the Transportation Disadvantaged was relocated to the Sports Complex and converted to direct city management to enable convenient use for the disabled, the elderly, and pregnant women who have difficulty using public transportation. As it is operated directly by the city, the policy is to carefully consider the needs of users and increase service satisfaction.
The number of people using special transportation for the transportation vulnerable in Dongducheon City is steadily increasing every year, with 17,000 cases in 2021 and 24,000 cases in 2022. Accordingly, Mayor Park Hyeong-deok said, “By directly operating the mobility support center for the transportation vulnerable in the city, we will immediately resolve the needs and inconveniences of users and provide improved friendly service that users can experience, making it the best mobility support center for the transportation vulnerable in the country.” He said.
In addition, to guarantee the right to travel in transportation-vulnerable areas such as Jangnim, Josan, and Soemok Village, bus routes were opened to run to new and old towns such as subway stations, schools, and traditional markets. In order to improve the convenience of commuting to school for students in areas underprivileged by public transportation, bus routes have been opened on weekdays since last March. A new customized bus route (No. 91-3) was established that runs twice in the morning.
In addition, we are speeding up projects to ensure traffic safety and convenience for citizens, such as installing jaywalking prevention facilities and protective fences around the intersection of Jihaeng Station and Pyeonghwa-ro in front of Bosan Station, and are making every effort to create a safe, people-centered traffic environment.
