On the 24th, the Dongducheon City Regional Development Pan-Citizen Countermeasure Committee held a citizen rally calling for Dongducheon to host a public medical center in the northeastern part of Gyeonggi Province and took collective action. As the bid to attract a public medical center in Gyeonggi-do is intensifying, Dongducheon City proposed to use the main building of Jesaeng Hospital as a Gyeonggi-do Medical Center, but Dongducheon City, upset by the continued ‘non-response’ from Gyeonggi-do, took collective action.
■ ‘With one voice’ to attract a public medical center in Dongducheon, northeastern Gyeonggi Province
The Dongducheon City Regional Development Pan-Citizen Countermeasure Committee (hereinafter referred to as the Pan-Citizen Committee) held a rally for Dongducheon citizens to attract a public medical center in the northeastern part of Gyeonggi Province in front of the Gyeonggi Provincial Office Suwon Gwanggyo New Building on October 24. On this day, about 700 citizens participated in the general rally, demonstrating the power of unity to attract a public medical center to Dongducheon.
In a resolution that day, the committee strongly criticized Gyeonggi Province for reexamining the discussion on the feasibility of establishing a public medical center, saying, “Gyeonggi Province is wasting time, and even at this very moment, the golden time for medical care for residents of northeastern Gyeonggi Province is passing.” He then emphasized, “The answer is to establish a public medical center using the main building of Dongducheon Jesaeng Hospital for free,” and “We received a promise from the Daejin Medical Foundation to provide as much as Gyeonggi Province wants and for as long as the desired period.”
He continued, “Despite 110,000 signatures containing the wishes of 110,000 people and several meetings and suggestions, Gyeonggi-do is completely silent and ignoring our earnestness,” adding, “Until the decision to host a public medical center in the northeastern part of Gyeonggi Province in Dongducheon is finalized, 90,000 Dongducheon citizens will be contacted. “We will all rise up and mobilize all means available to fight until the end,” he said.
Dongducheon Mayor Park Hyeong-deok met with Gyeonggi Province Governor Kim Dong-yeon at the end of March and officially proposed using the free lease of the Jesaeng Hospital building as a way to promote the ‘establishment of a public medical center in the northeastern part of Gyeonggi Province.’ The establishment of a public medical center in northeastern Gyeonggi Province is a representative medical pledge of Gyeonggi Province Governor Kim Dong-yeon, and is a public medical center at the level of a general hospital with more than 400 beds capable of treating infectious diseases and emergency treatment.
There are five general hospitals in Gyeonggi Province, but none in northern Gyeonggi Province. There are 18 general hospitals in northern Gyeonggi Province, but most of them are located in Goyang and Uijeongbu, which are close to Seoul, so regional differences are large. In particular, Dongducheon, Yeoncheon, and Gapyeong continue to have poor medical environments, including being designated as medically vulnerable areas in the emergency medical field, so there is an urgent need to build medical infrastructure to prepare for the rapid increase in medical demand.
■ Proposal to utilize free rental at Jesaeng Hospital… Differentiation strategy from other local governments
Local governments in northeastern Gyeonggi Province, including Dongducheon, entered the competition to attract Gyeonggi Province even before a specific plan for establishing a public medical center was prepared, including the candidate site selection method and implementation schedule.
In particular, Dongducheon City, which is putting a lot of effort into attracting a public medical center in the northeastern part of Gyeonggi Province, is actively engaging in attraction activities, delivering 110,000 signatures to Gyeonggi Province in June.
According to Dongducheon City, free use of the Jesaeng Hospital main building, which has already been built, will save construction costs by more than 200 billion won and can be immediately used as an intensive care ward in the event of a large-scale infectious disease such as COVID-19.
In addition, the geographical advantage of being in the center of Gapyeong, Dongducheon, and Yeoncheon, which are designated as medical vulnerable areas in the emergency medical field in the northeastern Gyeonggi region, and the rapid opening of the hospital within two years can prevent the collapse of the medical system between regions, and site selection and financial preparation for the establishment of a new public medical center in the future. There is an advantage in securing sufficient time to go through administrative procedures. In addition, it can become a national example as a solution to long-term neglected buildings without a clear solution, so from Gyeonggi Province’s perspective, it is an ‘optimal and best location’ condition.
It is reported that Daejin Medical Foundation also actively agreed to this. Last July, the city and Daejin Medical Foundation signed an agreement on free rental of Jesaeng Hospital's main building and use of a public medical center, solidifying their mutual cooperation system.
Mayor Park Hyeong-deok said, “Dongducheon City took a gamble with a differentiated strategy that other local governments could not think of, by using Jesaeng Hospital to attract a public medical center in the northeastern part of Gyeonggi Province.” He added, “Dongducheon, which has protected the Republic of Korea for over 70 years, has never even been given a proper opportunity.” However, he said, “I am confident that Dongducheon will become the center of change and opportunity, starting with the attraction of this public medical center.”
■ Daejin University Medical School… Improving the medical system in northern Gyeonggi and Gangwon regions
In addition, Dongducheon City is working with Daejin University and Pocheon City to establish a medical school. The plan is to dramatically improve the medical system in northern Gyeonggi Province by training insufficient medical staff by establishing a pre-med campus in Pocheon City and a main department campus in Dongducheon City. Daejin Medical Foundation has experience successfully operating Bundang Jesaeng Hospital and is building general hospitals in Dongducheon and Goseong based on this experience.
As the government's recent announcement of a medical manpower supply and demand plan begins to count down, attention is being paid to whether a new medical school will be established in the northern Gyeonggi region, where demands for a new medical school have continued. In the case of Pocheon Daejin University, with the aim of improving the medical environment in northeastern Gyeonggi Province, the university has launched a bid committee since 2021 and has been pursuing the establishment of a medical school in earnest.
According to data from the Ministry of Health and Welfare, the population of the 10 cities and counties in northern Gyeonggi is the third largest among the 16 metropolitan governments in the country, following Seoul and southern Gyeonggi, but the number of doctors per 1,000 people is the lowest. The position is that attracting a medical school is absolutely necessary to ensure a smooth supply of medical manpower as the national average is 2.5. The early opening of Jesaeng Hospital and the attraction of a medical school are also major pledges of the 8th popularly elected Mayor Park Hyeong-deok.
To this end, the city recently met with officials from Daejin University, a school corporation, to discuss current issues regarding attracting a medical school, and at the report meeting on the progress of attracting Daejin University Medical School, a large number of related departments, including Mayor Park, attended and expressed their will both internally and externally.
Mayor Park Hyeong-deok said, “If the opening of Jesaeng Hospital, which has been a long-awaited dream of the citizens of Dongducheon, and the establishment of a medical school are achieved, it is expected to greatly contribute to improving the vulnerable medical environment in northern Gyeonggi Province and resolving the regional medical gap.” “To this end, we will strengthen our cooperation with Daejin University and Daejin Medical Foundation.”
