세계 최초 두 개의 고리가 교차하는 ‘트윈 휠(Twin Wheel)’ 형태로, 서울시는 지난달 민간사업자가 제출한 제안서를 토대로 내년 초 기재부 검증을 요청, 사업에 속도를 올릴 예정이다.
서울시는 상암 월드컵공원 내 평화의공원에 ‘대관람차’를 포함한 복합문화시설을 조성하는 ‘(가칭)서울 트윈아이(Seoul TwinEye)’를 최초 제안으로 접수하고, 본격적인 사업추진에 들어간다고 밝혔다. 세부 계획 등은 향후 기재부 검증, 제3자 공고 등을 거치며 변경될 수 있다.
앞서 서울시는 올해 3월 ‘그레이트 한강 프로젝트’의 일환으로 월드컵공원 등 상암동 일대에 살 없는(Spokeless) 고리형태의 창의적 디자인을 갖춘 ‘대관람차’를 조성하는 민간투자 사업을 추진하겠다고 발표한 바 있다.
9월에는 기재부 ‘민간투자사업심의위원회’를 통과하면서 ‘사회기반시설에 대한 민간투자법(민간투자법)’에 따라 사업을 안정적으로 추진할 수 있는 법적 근거가 마련됐다.
9월 시작된 대관람차 민간사업자 공모에 제안서를 접수한 ‘서울 트윈아이 컨소시엄’은 SH공사와 ㈜더리츠, 그 밖의 3개 사가 참여하는 컨소시엄으로 지난 달 29일 서울시에 제안서를 제출했다. 해당 컨소시엄은 민간투자법 상 최초제안자 지위를 가진다.
SH공사는 올해 9월 대관람차 조성에 참여할 공동사업제안자를 공모, 총 2개 컨소시엄 평가를 거쳐 해당 컨소시엄을 선정하고 지난달 제안서를 제출했다.
‘서울트윈아이 컨소시엄’은 시가 발표한 기본방향을 반영하되 접근성과 사업비 등을 고려, 월드컵공원 내 평화의공원(마포구 상암동) 난지 연못 일대에 두 개의 고리가 교차하는 형태의 대관람차 ‘서울 트윈아이(Seoul TwinEye)’를 제안했다.
서울시는 당초 ‘하늘공원’을 대상으로 지반조사를 포함한 종합적인 기술을 검토, 안정적인 대관람차 조성이 가능함을 확인했으나, 민간사업자가 접근성·사업성·사업비 등을 고려해 최적의 제안을 할 수 있도록 하늘공원을 포함한 ‘월드컵공원 일대’를 제안대상지로 확대했다.
서울시는 이달 중 서울공공투자관리센터(S-PIMs) 사전검토를 거친 뒤에 내달쯤 KDI 공공투자관리센터(PIMAC)로 제안서를 넘겨 사업 적격성을 철저히 검증할 계획이다. 사업의 적격성을 검증받은 뒤에는 ‘제3자 공고’를 시행, 우선협상대상자를 정하게 된다.
제3자 공고는 ‘사회기반시설에 대한 민간투자법’에 따라 최초제안자 외의 사업자로부터 조성계획을 제안받아 우수한 사업계획을 최종 선정하는 법적 공개경쟁 절차다.
