이순열 세종시의회 의장이 ‘세종시립대 설립 추진’을 공개 제안한 것으로 알려졌다.
18일 세종시의회에 따르면 이 의장은 관내 고등학생이 세종 관내 대학을 졸업하고 관내 기업과 공공기관에 취업하는 ‘자립형 균형발전’ 모델을 통해 인구 유지는 물론 유출을 방지해 지방소멸을 막는 효과를 기대할 수 있다고 판단한 것으로 보인다.
이와 관련해 이 의장은 지난 24일 충남도립대(이하 ‘도립대’)를 방문해 김용찬 총장과 면담하면서 성공 사례를 경청하는 시간을 가졌다.
이 자리에서 도립대 졸업생 취업 현황과 공무원사관학교 수준의 교육 및 교과 외 프로그램 운영, 자격증 취득 지원 등 학사 운영 전반에 걸친 김 총장의 설명을 듣고 가능성을 점검했다.
이 의장은 “세종에 3개의 대학이 있고, 내년 공동캠퍼스도 순차 개학할 예정이지만 정작 지역을 대표하고 추세에 맞는 인재 육성과 지자체의 철학을 투영하는데 한계가 있다. 행정수도에 걸맞은 인재 육성과 지역 특화 학과를 탄력적으로 운영하고, 공동캠퍼스의 잠재적 문제인 교양과목 이수 문제와 더불어 융복합이 가능한 교육환경을 시립대가 지원하는 형태라면 설립 타당성은 높아진다”고 설명했다.
이어 “전국 최초로 대학 무상교육을 충남도립대가 시작했고, 한해 160억을 투자해 가성비 좋은 성공모델이라 생각한다”며 “인구 80만을 목표로 하는 세종시도 2028년 이후 고3 졸업생이 매년 5,000명씩 배출되기에 시립대 설치 고민을 시작하면 좋겠다”고 강조했다.

김 총장은 “학생 전원 장학금 지급(C학점 이상)을 통해 무상교육을 전국 최초로 시행 중이고, 기숙사비도 지원(전입신고 시)하고 있다”며 “대학 교육은 이제 학생 한 명의 (경제)자립을 돕는 곳이어야 하고, 이를 위해 충남도와 학교는 다양한 투자와 시도로 졸업 후 관내 정착률을 높이려 최선을 다하고 있다”고 말했다.
