청룡의 해, 갑진년(甲辰年) 새해가 밝았습니다. 청룡이 가진 긍정적이고 진취적인 기운을 받아 원하시는 모든 일 이루시고 여러분 가정에 건강과 행복이 충만히 깃들기를 진심으로 기원합니다.
저는 시민 여러분의 변함없는 성원과 참여, 그리고 공직자의 헌신에 힘입어 두려움 없는 도전과, 세상에 없는 혁신으로 논산의 새로운 번영을 위한 100년 미래비전을 제시하였고, 흔들림 없이 추진해 왔습니다.
이제 그 정책들이 진정으로 시민 여러분께 행복을 드리고, 새로운 희망이 될 수 있다는 확고한 신념이 있기에 2024년 새해를 맞이하는 오늘은 그 어느 때보다 설레고 각별합니다.
올 한해도 과감하고 흔들림 없이 시민행복시대를 넘어 시민감동시대를 열어나갈 것을 약속드리며 시정 운영 방향에 대해 말씀드리고자 합니다.
첫째, 대한민국 최고의 국방군수산업도시로 나아가겠습니다.
방위산업은 정부에서 선정한 대한민국의 미래 먹거리를 책임지는 신산업입니다. 탄탄한 국방인프라를 바탕으로 첨단 군수산업 생태계 조성과 국방관련 공공기관 유치를 위해 행정역량을
집중하겠습니다.
둘째, 기업과 상생하는 풍요로운 경제도시 조성에 힘쓰겠습니다.
국방국가산업단지와 일반산업단지, 농공단지 신규 조성으로 청년 인구 유입을 위한 양질의 일자리를 창출하고 유수의 유통기업과의 협력으로 지역 농특산물 판로를 개척하여 지역경제 활성화를 위한 선순환체계를 구축해 나가겠습니다.
셋째, 글로벌농업, 스마트농업으로 혁신적인 미래농업을 선도하겠습니다.
새로운 농산물 공동브랜드 ‘육군병장’의 이미지를 제고시켜 지역 농산물의 품질을 보증하고 태국 방콕시와 농식품 해외박람회 공동 개최로 논산 농업의 우수성을 전 세계에 알리겠습니다.

또한, 우리 지역의 역사문화인 유교문화의 계승과 우수성을 널리 알리고, 새로운 개념의 역사문화산업을 육성해 나가겠습니다.
다섯째, 아이부터 어르신까지 생애주기별 부족함 없는 따뜻한 복지를 실현하겠습니다.
아이 낳고 키우기 좋은 아동친화도시를 만드는 것은 물론, 지역의 꿈나무들이 4차 산업시대를 선도하는 미래 주역으로 성장하도록 교육지원을 강화하고, 청년의 주거비 부담 완화 지원을 지속 추진하여 지방소멸 위기를 극복해 나가겠습니다. 또한 어르신 일자리 확대, 예방접종 체계 강화 등 어르신의 건강한 노후생활을 위한 지원을 아끼지 않겠습니다.
여섯째, 생활밀착형 인프라 확충으로 시민들의 삶을 편리하게 만들겠습니다.
강경 도시가스 공급, 원도심 전신주 지중화로 시민들이 생활에서 겪는 불편함을 덜어드리고 축산 현대화 사업 추진을 통해 수년째 지속되어온 광석양돈단지 악취 민원을 해소하여 쾌적하고 살기좋은 도시로 거듭나겠습니다.
