존경하는 금산군민 여러분!
그리고 동료 공직자 여러분!
희망찬 갑진년(甲辰年) 새해 아침이 밝았습니다.
힘과 지혜, 용맹함을 상징하는 ‘푸른 용의 해’를 맞이하여 군민 여러분 모두의 가정에 건강과 풍요가 늘 함께하시기를 기원합니다.
지난해는 어려운 여건 가운데 군민과 공직자 여러분께서 ‘생명의 고향 금산, 세계로 미래로’의 비전을 공유하며 열심히 일하고, 의미 있는 성과로 군민의 자긍심과 자부심을 한층 높여 주셨습니다.
올해는 민선8기 출범 3년째가 되는 해로서, 온고지신(溫故知新)의 각오로 군정 5대 목표를 달성하기 위하여 지난해 성과를 바탕으로 새로운 정책추진을 위하여 더욱 열심히 달려가야 합니다.
첫째, 희망을 품고 찾아오는 매력도시 금산을 만들기 위한 다각적인 정책을 추진합니다.
우선 주거환경과 정주여건 개선을 통해 인구유출을 막기 위하여 지방소멸대응기금을 활용한 고품격 주거단지 조성과 아토피 치유마을을 확장·개선합니다.
인구유입을 위해서는 금산을 힐링치유 중심도시로 발돋움시키고, 비호산 도심공원 확장 발전 사업을 추진하여 정주여건을 구축합니다.
그 밖에도 금산세계인삼축제와 삼계탕축제를 한 단계 더 업그레이드하여 관광을 통한 생활 인구의 확대에도 최선을 다하겠습니다.
둘째, 과감한 도전과 지역적 잇점을 활용하여 중흥하는 경제도시를 만들기 위한 산업기반구축과 일자리 창출, 관광 서비스 산업을 집중 육성합니다.
양질의 일자리 마련을 위한 첨단산업단지 유치기반 조성과 인삼약초특화농공단지 복합문화센터를 건립하여 지역주민과 문화 상생을 도모하고 농공단지 근로자의 정주 여건을 개선합니다.
또한, 추부면 일원 산업용 도시가스 배관망 구축사업으로 특화 산업단지를 조성하고, 금산읍 구도심 도시재생사업과 함께 금빛시장 주변 하천을 분수공원화하여 재래시장 활성화도 추진합니다.
그리고 드론 특별자유화 구역 지정에 따른 드론 산업을 육성하여 신산업 개척하고, 반려동물 복합 문화공간인‘펫파크’를 조성하여 지역명소로 육성합니다.
더불어 방우리생태관광지역 활성화와 개삼터 ‘심봤다’포레스트 테마공원 조성 등 금산만의 특화된 관광인프라를 확충과 서비스산업을 육성해 나갑니다.
셋째, 군민이 건강하고 즐겁게 사는 건강힐링 행복도시를 만들기 위해 보건·복지기반 구축과 편안한 삶의 공간을 창출합니다.
보건소 이전 신축사업을 통하여 국제적 명성의 보건·복지 플라자를 조성하고 지역주민의 건강증진을 위하여 첨단의료시설로 수준 높은 의료복지 통합서비스를 제공합니다.
어르신들의 행복한 노후생활을 위해 노인복지 거점 시설인 금산행복드림센터를 조성하고, 독거노인 돌봄 서비스 강화와 어르신 청춘카페 운영지원 등을 실시 합니다.
장애인 재활 자립 및 평생교육에 힘쓰는 한편, 통합돌봄 복지마을로 통합복지 및 힐링 치유단지를 조성합니다.
저소득층의 최저생활 보장과 안정된 삶을 위해 금산형 맞춤 복지 프로그램인 희망 나눔 곳간과 빨래방을 확대하여 운영합니다.
이 밖에 군민의 체력 증진과 여가생활 향유를 위하여 반다비 체육센터, 추부면 수영장, 파크골프장 확장, 궁도장 이전, 그라운드골프장 확장 등 체육인프라 확충을 통한 생활체육 활성화를 적극 지원합니다.
넷째, 인삼약초산업의 신산업화로 세계인삼수도로서의 위상을 높이고, 스마트농업 보급과 특화농업으로 농촌경제를 활성화합니다.
인삼농가의 어려움 해소와 현대인들의 새로운 인삼약초수요 변화에 맞추어 고품질 인삼과 약초 생산을 위한 GAP인증 확대지원, GAP인삼 선별장 및 저온창고 구축, 자동화 가공시설 지원 등을 합니다.
또한, 세계중요농업유산인 우리 인삼을 세계시장으로 확대하기 위해 베트남, 몽골, 인도 등 아시아권의 새로운 국제교류협력 파트너십을 구축하겠으며,
특히 미국·중국·유럽권의 신흥시장 진출에도 과감하게 도전합니다.
아울러 지속가능한 경영체계를 지원하고 지역경제 활성화 및 소공인의 발전 기반 조성을 위해소공인 복합지원센터를 구축합니다.
세계인삼수도의 위상 강화와 인삼 문화관광 발전을 위하여 세계인삼정보센터 설립을 추진하여 글로벌 차원의 인삼 정보 데이터 구축과 더불어 관광·문화·예술을 아우르는 복합문화공간을 조성합니다.
농업의 편의성과 효율성을 제고하고 농업소득 증대에 기여를 위해 청년농업인 동반성장 지원 체계를 구축하고, AI 및 ICT 융복합 기술을 도입한 미래복합 디지털 농업교육관 조성, 스마트팜 복합단지 조성 등을 추진합니다.
농촌다움을 회복하고 지역 간 균형발전을 위해 농촌 공간 재구조화 및 재생 기본계획을 통하여 농촌의 난개발과 지역소멸 위기 등에 대응합니다.
스마트 팜의 지원을 확대하여 원격 또는 자동으로 농작물의 생육 환경을 유지·관리하도록 하고 만인산 농협의 거점 스마트 농산물산지유통센터(스마트APC)를 활용하여 금산 농산물 온라인 마케팅 및 판로개척을 지원하여 농업소득 증대에 기여합니다.
그리고 우리 금산이 한국 농업의 GAP 중심지가 될 수 있도록 지원을 확대하고 가칭 ?한국 GAP 센터?의 금산 설치를 위한 적극적인 노력도 병행합니다.
다섯째, 군민과 소통하는 친밀한 행정으로 신뢰받는 희망군정을 실현하기 위해 군민참여 군정과 정책역량을 강화합니다.
군민들이 정책결정에 적극 참여할 수 있도록 금산군 디지털 플랫폼과 디지털 군수실을 활용하여 주요 정책을 모니터링하는 데이터 기반의 과학행정으로 정책의 신뢰성과 효율성을 높입니다.
군민과 공무원, 그리고 전문가들이 함께 참여하는 미래정책대학을 운영하여 군민들이 군정에 참여할 수 있는 기회를 제공하고 신규 군정 과제의 발굴과 현안 정책을 군민과 함께 공유합니다.
이를 통해 금산군의 미래 먹거리를 도출하고 스스로 현안과제를 발굴하면서 실행방안도 다함께 만들어 갑니다.
