2024년 갑진년(甲辰年) 새해가 밝았습니다. 청룡의 기운을 받아 충청남도가 힘차게 도약하고, 풍요와 번영을 이루는 해가 되길 진심으로 소망합니다.
지난해 제12대 의회 출범 2년 차를 마무리하며 충청남도의회는 도민의 진정한 대변자로서의 역할을 충실히 이행하였습니다.
도의원이 중심이 된 연구모임과 의정토론회를 활성화하여 도민을 위한 좋은 정책을 연구·개발하는데 매진하였고, 조례의 실효성이 지속적으로 유지되는 지속가능한 충남형 입법평가시스템은 전국 광역시도와 기초 의회를 선도하며 의회 입법의 권한과 위상을 높였습니다.
또한 심도 있는 재정분석으로 의회 재정통제권을 강화하는 한편 중국 인민대표대회, 일본 지방의회와의 우호협력 기반을 확대하였습니다. 이는 ‘도민 중심 행동하는 의회’실현을 위해 모든 도의원들이 한마음 한뜻으로 뛰어준 성과입니다.
한편 올해 지표경기는 조금 개선될 수 있지만, 체감경기는 어려운 상황이 지속될 것이라는 전망이 많습니다. 물가, 전쟁, 각종 리스크 등 글로벌 경제를 좌우할 변수가 많고, 저출산·고령화의 구조적인 문제와 가계 부채 증가 등 국내 경기의 파고 역시 거세지고 있습니다.
어려운 때일수록 기본에 충실해야 하며, 맡은 책무를 성실히 수행하는 자세를 견지해야 한다고 생각합니다. 그런 의미에서 충청남도의회는 집행부에 대한 견제와 감시, 대안을 제시하는 도의회 역할을 통해 민생을 꼼꼼히 살피며, 도민의 일상에 실질적인 변화를 불러오는 의회로 거듭나기 위해 더 노력하겠습니다.
또한 체계적인 국제교류를 통해 해외 지방정부와의 협력을 강화하고, 전문 역량 강화를 통한 수준 높은 정책 의회를 실현하고자 합니다. 나아가 지역 현장의 목소리에 귀 기울여 도민의 삶의 질 향상에 전력을 다할 것이며, 지방의회의 독립성 확보와 자치분권의 실질적 강화 방안을 모색하기 위한 자치분권 강화 추진단과 예산정책 분석의 객관성과 신뢰도를 제고하기 위해 정책자문단을 운영할 것입니다.

We devoted ourselves to researching and developing good policies for residents by activating research groups and legislative debates centered on provincial council members, and the sustainable Chungnam-type legislative evaluation system, in which the effectiveness of ordinances is continuously maintained, is leading metropolitan cities and local councils across the country. Increased the power and status of parliamentary legislation.
In addition, through in-depth financial analysis, we strengthened the council's financial control and expanded the basis for friendly cooperation with the Chinese People's Congress and Japanese local councils.
