2024년 갑진년 새해를 맞아 42만 연수구를 이끄는 이재호 연수구청장은 “심각한 경제위기 속에 집중호우 피해까지 더해져 힘겨웠던 한해였지만 그 약속을 지켜야 한다는 두려움에 누구보다 열심히 발로 뛰며 최선을 다해왔다. 또 변화와 혁신에 대한 구민의 바람에 부응하기 위해 민선 8기 원년을 회복과 균형에 집중했다. 2024년은 미래를 향해 본격적으로 도약하는 한 해가 될 것”이라고 포부를 밝혔다. 다음은 신년사 내용 전문이다.
연수구, 새해 28개 신규 포함 64개 핵심사업 추진
존경하는 연수구민 여러분!
2024년에는 연수의 더 나은 ‘미래’를 위해 한층 변화된 모습으로 구민 여러분이 더욱 깊이 체감할 수 있는 정책들을 준비하였습니다.
첫째, 균형있는 지역발전 속에 안전하고 탄탄한 도시기반을 구축하겠습니다.
구민 행복과 지역 발전을 위한 우선적 가치는 바로 ‘안전’이라고 생각합니다. 이에 연수구는 구민의 안전을 확보하고 국제적 수준의 안전 체계를 구축한 도시로서 2025년 국제안전도시 공인 취득에 도전하고 있습니다. 또한 안전 사각지대에 놓인 취약계층의 점검을 강화하여 지역사회 구석구석까지 안전에 대한 긴장의 끈을 놓지 않겠습니다. 우리 연수구는 역사를 가진 자연친화적 환경과 젊은 라이프스타일을 담아낸 국제적 인프라가 공존하는 매력적인 도시입니다.

또한 쾌적한 환경에서 보다 나은 행정서비스를 제공하기 위해 올해 상반기에는 청학동과 송도5동 행정복지센터의 문을 열고, 송도동의 늘어나는 행정수요에 대비하여 송도관리단의 임시청사 건립도 준비하겠습니다. 그리고 함박마을을 중심으로 발생하고 있는내·외국인 간의 갈등도 적극적으로 해결하겠습니다. 지역사회 통합과 소통의 컨트롤 타워인 ‘사회통합팀’을 신설하여긴밀한 협조체제로 문제 해결에 힘을 모으고, 관련 제도 개선과 정책들을 건의하여 외국인 주민들이 지역사회의 일원으로 자리 잡아갈 수 있도록 하겠습니다.
둘째, 아이부터 어르신까지 모든 세대가 행복한 복지정책을 촘촘하게 구현하겠습니다.
먼저 설치부터 아이들의 놀이 공간까지 구민의 의견을 시설에 고스란히 녹여낸 연수형 공공키즈카페가 올해 6월, 우리 아이들을 만날 준비를 하고 있습니다. 또한 우리의 청년들이 청년창업지원센터를 통해 희망찬 미래를 꿈꾸고 지역사회와 함께 발전할 수 있는 기회도 활짝 열겠습니다. 한편 초고령화 사회에 대비해 어르신들의 안정된 생활과 평안한 여가활동에도 소홀함이 없도록 하겠습니다.
먼저 어르신들의 일자리를 대폭 확대하고, 노후된 청학노인복지관을 증축 이전하여 단순 공동생활이 아닌 따뜻한 가족의 정을느끼실 수 있도록 세심하게 운영하겠습니다. 또한 연수구만의 특화된 치매 정책을 추진하고 치매안심도시를 조성하기 위해 전담부서인 ‘치매정신건강과’를 신설하였습니다. 치매안심센터를 통해 예방에서부터 전 과정을 체계적으로 관리하여 어르신들을 돌보는 가족들의 걱정과 부담을 덜어드리겠습니다.
올해 착공을 앞둔 보훈회관은 단순한 건축물이 아닙니다. 국가를 위해 헌신한 분들이 직접 국기 게양식 등 지역사회 연계 활동을 통해 자긍심과 보람을 느낄 수 있도록 하고, 우리 아이들에게는 ‘충’과 ‘효’를 가르쳐 오늘의 대한민국을 있게 한 희생과 헌신에 감사하는 분위기를 확산하여 우리 구의 특색있는 호국 선양 사업을 더욱 발전시키고자 합니다.

셋째, 연수구민이라면 누구나 건강하고 행복한 삶을 누릴 수 있도록 활기찬 도시를 만들겠습니다.
올해 1월 조직개편에 따라 ‘체육청소년과’ 신설하여 구민 일상 속에 다양한 체육활동을 제공하고 우리 미래를 책임질 청소년들의 건전한 성장에 행정력을 투입하겠습니다. 상대적으로 생활체육 인프라가 부족한 연수권역에 지역 주민들의 염원을 담아 연수체육센터 건립을 반드시 이뤄내고, 또한 수영장과 다목적 체육시설을 겸비한 연수청소년수련관 건립도 속도를 내, 우리 청소년들이 꿈과 끼를 마음껏 펼칠 수 있도록 차질없이 준비하겠습니다.
한편 올해부터 ‘해양도시 연수구’에 걸맞는 직장운동경기부 카누팀이 새롭게 창단됨에 따라우리 선수들이 좋은 성적을 낼 수 있도록 지원을 아끼지 않겠습니다. 아울러 도심 속 녹지 공간을 확충하여‘ 사람과 자연이 함께하는 녹색도시 연수’로서의 면모를 더욱 확고히 하겠습니다. 승기천 수변에는 휴식에 체험을 더한 ‘발물쉼터’와 ‘습지 관찰데크’를 설치하고, 잔디광장에는 다양한 문화 행사를 개최하여 품격있는 휴식공간으로 정성들여 완성하겠습니다.

지난해 5월 첫 삽을 뜬 송도국제도시도서관은 2025년 개관을 목표로 차질없이 공사를 진행하고, 그동안 건립에 제 속도를 내지 못했던 송도 8공구 복합문화시설은 단계별 행정절차와 밑그림을 꼼꼼히 그려 구민을 향한 발걸음을 재촉하겠습니다. 또한 우리 구 문화예술의 큰 축을 담당하는 관악단, 전통예술단, 여성합창단에 이어 작년, 새롭게 연수구립소년소녀합창단을 창단하였습니다. 우리 아이들이 만들어 낼 맑고 고운 화음이 바쁜 일상 속의 구민 여러분께 마음의 여유와 즐거움을 선사하기를 기대해 봅니다.
