지난 1년 반이 민선 7기에 다져놓은 성과와 기반을 바탕으로 부평의 미래를 준비하는 시간이었다면, 앞으로는 수도권의 중심도시로 도약하기 위한 성과를 드러내는 시기입니다. 부평의 미래 공간을 이끌 굴포천 생태하천 복원, 군부대 이전 부지 활용 등 역점사업을 차질 없이 추진하고, 미래를 지향하는 도시 공간 재창조로 희망찬 내일을 준비하겠습니다.
첫째, 새로운 미래, 더 큰 부평을 만들겠습니다.
새롭게 되살아나는 물길로 서로를 이어주고 미래를 펼칠 수 있는 공간을 바탕으로 사람 중심의 도시를 만들어 새로운 미래, 더 큰 부평을 실현하겠습니다. 친환경 생태도시를 구민 여러분께 돌려드리고자 심혈을 기울여 추진해 온 굴포천 생태하천 복원사업이 올해 완공을 앞두고 있습니다.

부평의 미래 발전을 이끌 캠프마켓 부지 활용 계획이 가시화되고 있습니다. 지역의 필수 중증 의료 기능을 수행할 제2의료원이 2029년 개원 예정으로 설립 절차가 진행중이며, 수도권 최대 규모인 인천식물원이 2027년 준공 목표로 사업 추진중입니다. 앞으로, 캠프마켓 부지는 물론 3보급단, 1113공병단 부지 활용은 무엇보다 구민의 의견을 존중하면서 인천시, 국방부와 긴밀하게 협의하며 실효성 높은 부지가 되도록 추진하겠습니다.
부평구청역 일대 역세권의 도시환경 개선을 위해 부평경찰서와 등기소 부지 일원에 문화, 복지, 공공청사 등 생활복합시설을 담을 수 있는 도시관리계획을 수립하겠으며, 우리구의 대규모 미개발지인 삼산4지구의 민간개발을 유도하여 인구 유입의 기반을 마련하고, 체계적이고 내실있는 도시개발을 통해 머물고 싶은 도시 환경을 조성하겠습니다.
둘째, 사회적 약자를 더욱 두텁게 지원하겠습니다.
우리 경제의 성장세가 둔화되면서 물가 불안과 서민의 어려움이 가중되고 있습니다. 이럴 때일수록 촘촘하게 더 큰 어려움을 겪는 분들을 보호하겠습니다. 돌봄이 필요한 중장년 및 가족을 돌보는 청년에게 일상돌봄서비스를 제공하고, 다함께돌봄센터와 아이사랑꿈터를 확충하여 아동돌봄 보호체계를 구축하는 등 부평형 통합돌봄을 기존보다 더욱 활성화하고 연속성 있게 추진하겠습니다.
65세 이상 기초생활수급자에게 대상포진 예방접종 비용을 지원하고, 삼산동에 건강생활지원센터를 신규로 개관하여 특화된 재활보건사업을 운영하는 등 지역의 건강증진을 도모하고자 합니다. 우리 구의 65세 이상 노인인구는 매년 꾸준히 증가하고 있고 현재 전체 인구의 17.5%로 인천에서 가장 많습니다.
이에 따라 노인의 생활 안정을 위하여 노인일자리 수당과 기초연금 지급액을 인상하여 지원하고, 노인과 장애인을 대상으로 돌봄서비스와 응급안전안심 서비스를 지속적으로 확대하여 건강하고 안전한 생활 지원에 차질이 없도록 하며, 전동보장구 보험을 가입하여 신체활동이 불편한 노인과 장애인이 안심하고 이동할 수 있는 여건을 만들겠습니다.
아동이 안전하고 행복한 도시를 만들고자 아동 전담부서 신설을 시작으로 관련 규정을 제정하고, 아동이 직접 참여하여 의견을 제시하는 아동참여위원회 운영, 아동권리에 대한 교육과 홍보를 진행해왔으며, 올해도 다양한 사업을 지속 추진하여 유니세프가 인증하는 아동친화도시 부평을 실현하겠습니다.
셋째, 함께 성장하는 경제도시를 만들겠습니다.
자영업과 소상공인, 중소기업 지원을 통해 자생력을 강화하고 지역경제에 활기를 불어넣겠습니다. 소상공인의 경영자금 지원을 위한 인천신용보증재단으로의 출연을 확대하여 18억 원의 보증재원을 마련하고, 소상공인에게 필요한 맞춤형 교육을 실시하며, 소상공업체의 스마트기술 구축 등 디지털 전환을 지원하겠습니다.
열우물전통시장, 일신시장에 고객지원센터를 건립하고 노후된 전통시장의 시설현대화에도 박차를 가하며, 대형화재 위험이 높은 전통시장의 화재공제 가입을 지원할 계획입니다. 문화와 소비가 하나되는 부평만의 특화상권을 위해 부평상권 르네상스 사업이 추진 중이며, 올해 3년 차에 들어섭니다.
