시는 정부의 국정 목표인 ‘어디서나 살기 좋은 지방시대’ 실현을 위해서는 지방정부가 주도하는 생태계 조성이 우선이라 보고, 정주여건 개선을 통해 시민들이 살기 좋은 환경을 만드는데 총력을 다한다는 방침이다.
이를 위해 수도권에 편중된 지역의료 불균형 문제를 해소하기 위해 ‘포스텍 의과대학’ 신설과 함께 스마트병원 설립을 역점사업으로 추진한다.
포항시는 경북 지역에 상급종합병원이 전무한 상황에서 지방 의료 공백을 막고 중증 응급의료 부족을 해소하기 위해 포스텍에 의과대학을 신설하는 데 행정력을 집중한다. 이에 더해 스마트병원 설립을 추진해 의료인력 유출을 막고, 신속한 감염병 대응체계를 구축한다는 계획이다.
이강덕 시장은 “지방시대의 핵심은 도시 인구를 높이는 것이고, 이를 위해서 가장 우선시 돼야 하는 것이 바로 의료와 교육”이라며 “경기 이남 수도권 집중을 막을 수 있는 포스텍 의과대학 설립이 지방시대를 견인하는 의료·교육혁신도시를 만드는 핵심이 될 것”이라고 말했다.
이와 함께 시는 생활권 녹지환경을 꾸준히 확장해 시민들이 어디서나 푸른 숲길을 마주할 수 있도록 다양한 사업을 추진한다.
포스코대로를 중심으로 상생숲길과 도시숲을 계속 늘리고, 송도솔밭 도시숲과 해도 도시 숲에 황토길을 조성하는 등 녹색 휴식 공간과 다양한 편의시설을 조성한다. 또한 학산천 생태하천 복원을 올해 마무리 짓고, 도심하천 복원을 순차적으로 추진해 물길을 따라 사람이 모이는 친환경 도심을 만들어 나간다.
지난해 수서행 SRT 개통으로 시민들의 교통 선택권을 확보한 데 이어 향후 운행 편수를 지속적으로 확대해 더욱 편하게 이용할 수 있도록 한다.
올해 1,350억 원의 정부 예산이 반영된 영일만대교가 서둘러 발주될 수 있도록 정부와 협의하고, 영일대와 송도를 잇는 동빈대교도 계획대로 준공해 경제·관광 대교를 완성해 나간다. 대구경북 통합신공항 개항에 맞춰 포항과 연결되는 고속철도·도로망을 건설을 사전에 철저히 준비해 광역교통망 구축으로 도시경쟁력을 높인다.
문화도시 포항의 역량을 강화하고 널리 알리기 위해 시립박물관과 제2미술관, 국립과학관을 건립을 역점 추진한다.
아울러 대한민국 독서대전과 경북 평생학습박람회를 개최해 시민이 체감하고 즐길 수 있는 문화사업을 아낌없이 지원하는 한편, 생활체육 일상화를 위해 국민체육센터, 생활체육인 전용체육파크, 게이트볼·파크골프장을 지속 확충해 모든 세대가 자유롭게 즐기는 스포츠 문화도시 조성에 힘쓴다.
