김정은 북한 국무위원장은 "대한민국은 철두철미 제1의 적대국"이라며 "이를 헌법에 명기하는 게 옳다"고 밝혔다.
조선중앙통신 16일 보도에 따르면 김정은 위원장은 지난 15일 평양 만수대의사당에서 열린 최고인민회의 제14기 제10차 회의의 시정연설에서 이같이 말했다.
김 위원장은 "북한과 대한민국은 화해와 통일의 상대이며 동족이라는 현실모순적인 기성개념을 완전히 지워버리고 철저한 타국"이라며 "가장 적대적인 국가로 규제한 이상 독립적인 사회주의국가로서의 조선민주주의인민공화국의 주권행사령역을 합법적으로 정확히 규정짓기 위한 법률적 대책을 세울 필요가 있다"고 말했다.
이어 "헌법에 있는 '북반구', '자주, 평화통일, 민족대단결'이라는 표현들이 이제는 삭제돼야 한다"며 "이러한 문제들을 반영해 공화국 헌법이 개정되어야 하며 다음번 최고인민회의에서 심의돼야 한다"고 헌법 개정을 지시했다.
김정은 위원장은 또한 남북 교류협력의 상징으로 존재하던 경의선 단절 및 수도 평양에 설치한 조국통일3대헌장기념탑 철거도 지시했다. 대남기구인 조국평화통일위원회와 민족경제협력국 및 금강산국제관광국은 폐지했다.
그는 "조선반도에서 전쟁이 일어나는 경우에는 대한민국을 완전히 점령, 평정, 수복하고 공화국령역에 편입시키는 문제를 반영하는 것도 중요하다"면서 "일방적인 '무력통일'을 위한 선제공격 수단이 아니라 철저히 우리 스스로를 지키기 위해서 꼭 키워야만 하는 자위권에 속하는 정당 방위력"이라고 주장하기도 했다.
