[브레이크뉴스=주윤한 기자] 거창군은 교육발전특구 시범지역 지정 신청서를 1유형(기초지자체장-교육감)으로 경상남도교육청과 공동으로 제출했다고 14일 밝혔다.
정부의 지방시대 구현을 위한 핵심전략인 교육발전특구는 저출생ㆍ고령화로 인한 인구구조 변화와 인구 유출로 인한 지역의 인구 감소로 지역 간 불균형 심화와 지역 소멸 우려에 대응하는 정책이며, 지자체ㆍ교육청ㆍ대학ㆍ기업 등이 협력해 지역 인재들이 지역에서 교육받고 일자리를 찾아 정착하는 선순환 생태를 조성하는 게 목적이다.
군에서 제출한 교육발전특구 시범지역 공모 기획안에는 누구나 오고 싶은 교육하기 좋은 1등 거창을 목표로 △아이 키우기 좋은 환경 조성을 위한 교육시설 확충 △농어촌 자율학교 육성 및 수요자 맞춤형 지원으로 공교육 경쟁력 강화 △지역 대학과 지역특화 산업 연계로 지역인재 유출방지 3가지 추진전략에 21개 세부과제가 포함됐다.
특히, 첫 번째 세부과제인 학교복합시설은 사교육비를 절감하고 저출생에 대응하기 위해 초등학교 부지에 학생들에게는 양질의 교육ㆍ돌봄 통합 서비스를 제공하고, 지역 주민들에게는 평생교육 프로그램을 제공하는 거점돌봄시설과 평생학습관 건립을 담고 있다.
세부 계획을 위해 거창군과 경상남도교육청 등은 지난해 12월 15일 1차 간담회에 이어 수차례 회의를 거쳐 계획을 확정하는 등 군에서 기획한 21개 세부사업 모두 교육청 및 지역과 협업을 바탕으로 충분한 논의를 거쳐 실현 가능한 계획으로 작성됐다.
