푸틴 러시아 대통령은 지난 2022년 10월 발다이 클럽의 연설에서 "한국이 우크라이나에 무기와 탄약을 공급하기로 결정했다는 사실을 알고 있다" 라고 했다. 그런데 우리는 분명 그 기본 입장에 살상무기를 우크라이나에 지원하지 않는다고 하였다. 우리가 알고 있기로는 폴란드와 방산 계약을 체결했고 무기는 폴란드로 인도되는 것으로 알고 있지 우크라이나에 무기와 탄약을 공급하기로 결정했다는 이야긴 전혀 모르는 내용이다. 일각에서는 이를 두고 정치적 입장에서 압박하기 위해 이런 얘기를 한 것이라고 했지만 이것은 그런 얘기가 아니다. 이런 무기 지원설이 나온 이유는 체코 일간지 '믈라다 프론타 드네스'(Mladá fronta DNES)의 온라인 매체에서 보도 때문이다.
믈라다 프론타 드네스(Mladá fronta DNES)는 영국의 가디언, 더 썬이나 미국의 타블로이드 종류급의 신문이 아니다. 믈라다 프론타 드네스(Mladá fronta DNES)는 역사도 77년을 이어오고 있는 체코에서 가장 오랜 역사를 가져오고 있는 신문 중 하나다. 이 신문은 1945년 나치 독일이 패망하고 프라하에 소련군이 진주하자 사회주의 청년동맹(Socialistického svazu mládeže)이라는 단체가 에드바르트 베네시(Edvard Beneš), 당시 체코슬로바키아 망명정부 대통령의 후원을 받아 Mladá fronta라는 이름으로 공산주의 선전용 언론으로 일간지가 만들어졌다. 그들의 목적은 체코 청년들에게 체코 공산주의에 협력을 촉구하는 기관지에 지나지 않았지만 1990년 체코슬로바키아의 경제가 환란에 닥치고 언론사들이 부도나기 시작하면서 Mladá fronta 또한 프랑스 언론회사인 Socpresse에 매각되었다. 이후 독일의 RBDV 라는 회사에 재매각되었고 안드레이 바비시(Andrej Babiš)라는 기업가가 2013년에 다시 인수해 오늘에 이르고 있다.
이 신문사는 프라하의 중앙 뉴스룸과 14개의 지역 뉴스룸으로 구성되어 있고 편집장은 야로슬라브 프레슬(Jaroslav Plesl)로 한 때 대중의 절대적인 지지를 언론인으로 그가 믈라다 프론타 드네스(Mladá fronta DNES)를 담당했다는 것은 이 신문사가 체코 각 영역에서 막대한 영향력을 소유하고 있다는 것이 된다. 그렇기에 결코 가벼이 볼 수 있는 신문사가 아니라는 것이다. 이 매체에서 지난 9월 29일 기사로 "Tajný obchod. Korejské zbraně za 75 miliard zamíří na Ukrajinu přes Česko (비밀 거래. 750억 상당 한국 무기, 체코 경유 우크라이나로 간다)라고 되어 있다. 이 750억이 체코 화폐인 코루나일 것으로 추정된다. 이 매체의 말로는 "동부 우크라이나에서의 전투는 계속되고 있으며 공격을 받은 국가는 반격을 위한 새로운 무기 공급이 필요하다. 체코는 현재 완성되고 있는 것 중, 큰 사업으로 핵심적인 역할을 할 것인데 우크라이나에 무기를 공급하려는 계획이 합의되었다." 라고 발표하면서 "한국 무기가 체코를 경유해 우크라이나로 갈 것이며 미국이 이 비용을 지불할 것." 이라고 되어 있다.
우크라이나는 지속적으로 방공무기를 서방에 요구해왔다. 이들은 주로 헬리콥터와 같은 저공 비행에 방어할 수 있는 방어망 구축을 원했다. 게다가 계속 이란제 드론으로 폭격을 받고 있으니 이를 방어할 수 있는 대공시스템이 절실한 상황이다. 이 방어시스템을 구축하기로는 우리의 현궁과 신궁의 우수성을 높이 평가하고 이에 대한 도입을 원하고 있는 것이라 볼 수 있다. 일본 매체도 미국이 지대공 미사일 등 30억 달러 상당의 한국산 무기를 구매해 체코를 통해 우크라이나로 보내는 계획을 추진하고 있다고 10월 1일에 보도한 바 있다. 이를 두고 러시아가 문제를 삼는 것은 그 동안 한국과 잘 지내왔는데 왜 이런 문제에 한국이 관여하는지 이해가 안 된다는 것이다. 사실 우크라이나가 어찌되건 한국 국익과는 별 상관이 없다. 우크라이나에 들어가 있는 한국 기업보다 러시아에 들어가 있는 한국 기업이 훨씬 많고 교민들 숫자도 비교 불가의 수준이다.
러시아와 한국과의 관계가 틀어진다면 한국은 사면초가에 몰릴 수밖에 없다. 가장 큰 건 에너지 문제다. 중국과 대만의 대립이 첨예한 상황에서 일촉즉발의 상황이 벌어진다면 중동에서부터 들어오는 석유와 가스가 일시적으로 차단될 문제가 있다. 그렇게 되면 한국은 유럽보다 더 한 에너지 지옥을 맛보게 될 것은 자명한 일이다. 미국과의 관계는 유지하되, 어쩔 수 없는 상황이지만 러시아와의 관계도 언제든 회복할 가능성도 남겨놔야 한다. 그런 상황에서 지금이 매우 중요한 현실이다. 현재 러시아에서 살고 있는 교민들이나 기업들, 유학생들은 하루하루가 살얼음판을 걷고 있으며 이미 비우호국가로 찍힌 이상 많은 걱정과 우려 속에 지내고 있다. 그 입장에서 만약 체코를 통해 우회적으로 모종의 밀거래를 한다면 이는 러시아에 있는 모든 한국인들, 기업들에 대해 전혀 배려하지 않고 있다는 것이 된다. 그리고 체코 뿐 아니라 일본에서도 이같은 내용이 나오고 있는 문제라면 겉으로는 살상무기를 우크라이나에 지원하지 않는다는 기본 입장을 변함없이 유지할 것이라고 했던 것은 거짓말이 된다.
이어 지금까지 우크라이나에 비무기체계와 인도적 지원만을 시행해 왔다라고 하지만 뒤에서 모종의 거래를 하며 우크라이나에 군사적 지원을 하려 한다는 얘기이니 이것은 최악의 상황이나 진배없다. 러시아의 정보력은 세계 최고 수준이다. 이따위 모종의 밀거래 정도는 이미 다 파악하고 있다. 체코군의 무장을 위해 무기 수출이라면 정당한 국익의 문제로 이상할 것은 없지만 만약에 모종의 밀거래를 통해 우크라이나에 우회적 무기 제공이라는 미친짓을 하려한다면 당장 중단해야 할 것이다. 수출한 무기체계가 향후 어떻게 쓰이는지에 대해 우리는 관심이 없겠지만 다가오는 국제 정세가 아시아에서는 우리와 일본만이 러시아를 제재하고 반러주의를 표방하고 있는 만큼 고립되고 있다는 것도 생각해야 할 것이다. 지금 우크라이나 편들고 있는 아시아 국가는 한국과 일본, 대만, 싱가포르 정도 뿐이다. 대부분은 중립, 아니면 중동 같이 러시아에 넘어간 상황이라 좀 더 포괄적이고 냉철하게 국익을 위해 따져야 하는 시간이 지금이다.
